100 inter-level boarding schools on the border - 13 months of action

The campaign to build 100 boarding schools at the border is a vivid demonstration of the spirit of "leaving no one behind" on the journey to bring knowledge to children at the country's border.

Following the Politburo 's Conclusion on July 18, 2025, the campaign to build 100 inter-level boarding schools in 100 land border communes was officially launched with a duration of only 13 months.

This is a special, strategic and urgent decision to narrow the educational gap, develop local human resources and maintain the "fence" of the Fatherland.

Not only a public investment program, the campaign is also a vivid demonstration of consistent ethnic policies and the spirit of "leaving no one behind" on the journey to bring knowledge to children at the country's frontier.

100 Boarding Schools - 13 Months of Action

After the administrative boundary arrangement, the country has 22 provinces and cities with land borders, with a total of 248 land border communes. With the characteristics of rugged terrain, isolated traffic, and difficult economic conditions, the school system in these 248 border communes still has many gaps.

According to local statistics, in these 248 communes, there are currently 956 general schools with a scale of 625,255 students. Of these, the demand for semi-boarding and boarding schools is up to 332,019 students, but only nearly 59,000 students are studying at 22 ethnic boarding schools and 160 ethnic boarding schools. Currently, boarding and semi-boarding students study, live and eat at school and enjoy State policies (an average of about 23 million VND/boarding student, 16 million VND/semi-boarding student per year).

Thus, there are still more than 273,000 students, equivalent to 43.7%, who, despite having the need, have not been able to study and live together at schools with conditions for food, accommodation, and living support.

Students still have to cross dozens of kilometers of forest roads, steep passes, and floods to get to school. This not only affects the quality of their education but also threatens their safety during the stormy season.

Based on that urgent reality, on July 18, 2025, the Politburo issued Notice No. 81-TB/TW, agreeing on the investment policy to build inter-level boarding schools (primary - secondary) in 248 land border communes.

Investing in building schools for land border communes is a key and important task in socio-economic development and implementing ethnic policies to improve people's knowledge and human resource quality, create a source of cadres from ethnic and local people, improve the material and spiritual life of people in border areas, and contribute to strengthening national defense and security.

In the immediate future, the pilot investment will complete the construction or renovation of 100 schools by 2025 (no later than the start of the next school year - equivalent to about 13 months).

These schools will be models for further implementation on a large scale, completing the investment target of building 248 schools in the next 2-3 years. The invested schools must ensure technical standards, scale, area of the school and classrooms; have adequate facilities for studying, training in culture, spirit, physical fitness, living conditions and absolute safety.

Act quickly and get involved in a coordinated manner.

On the evening of July 27, 2025, at the Government Headquarters, Prime Minister Pham Minh Chinh chaired a meeting to immediately deploy the campaign to build 100 schools for border communes.

At the meeting, the Prime Minister emphasized that this is a major and important decision that must be promptly and successfully implemented, with 100 schools to be completed by August 30, 2026 at the latest. After that, a preliminary review will be conducted, lessons learned, and the program will be gradually expanded to complete the entire program.

The Prime Minister requested the Ministry of Education and Training to complete the draft Resolution of the Government on this program and issue it before August 10, 2025. The People's Committees of provinces and cities plan and find locations with suitable areas (5-10 hectares), ensure convenient transportation, electricity, water, and telecommunications infrastructure, and call on people to donate land.

The Ministry of Construction was assigned to design school models that are open, flexible, taking advantage of natural conditions, suitable for regional culture, suitable for terrain, climate, and lifestyle of each ethnic group.

The Prime Minister noted the ability to respond to natural disasters, climate change and full functionality of the schools.

The Prime Minister especially emphasized the 6 clear principles: "Clear people, clear work, clear time, clear responsibility, clear product, clear authority", and at the same time requested ministries, armed forces, the Fatherland Front, mass organizations... to join in synchronously.

The Government also proposed using the central budget as the main resource, along with local contributions and mobilizing other legal capital sources.

The Ministry of Finance is assigned to ensure timely allocation of investment capital, and at the same time have long-term plans for regular operating expenses of schools when they come into operation.

Implementing the campaign to build 100 inter-level boarding schools in 100 land border communes, on the morning of July 27, 2025, Dien Bien province started construction of the Si Pa Phin Inter-level Primary and Secondary School.

This is the first project implemented under the new policy of the Politburo on investing in the construction of 248 primary and secondary boarding schools in land border communes.

Currently, the provinces of Quang Nam, Nghe An, Lao Cai, Ha Giang, etc. are also completing land use planning, surveying specific needs, proactively reviewing teacher resources and coordinating with ministries and branches to design school models suitable for the locality.

Extending humanistic models

Speaking at the groundbreaking ceremony for the construction of Si Pa Phin Primary and Secondary School, General Secretary To Lam emphasized that our Party always identifies education as the top national policy and the key driving force for the country's sustainable development.

The General Secretary stated that the policy of investing in building 248 inter-level boarding schools in land border communes is a correct policy with profound humanistic significance, demonstrating the special concern of the Party and State for people in border areas, remote and isolated areas with many difficulties.

Building schools is not only to provide children with better learning conditions, but also aims at the long-term goal of improving the quality of life of people in border areas, contributing to preserving national territorial sovereignty from the root.

In fact, the investment policy to build 248 inter-level boarding schools in border communes today is an extension of the humane models that have been persistently implemented over many years, especially the programs "Helping children go to school" and "Adopted children of Border Guard Stations" of the Border Guard.

Since 2016, the Border Guard force has sponsored tens of thousands of poor students in remote, isolated and ethnic minority areas.

Border guards have supported tuition fees, school supplies, health care and accompanied the children in their studies as fathers, teachers and friends.

In Dak Lak, border posts have sponsored hundreds of children, dozens of whom are fed and educated at the unit. Every meal, every notebook, every little story the soldiers tell to the children contributes to continuing the children's dream of going to school.

In Bat Xat district (Lao Cai), soldiers from Y Ty Border Post not only take students to school but also organize literacy classes for parents and teach Mandarin to the elderly in the village...

In particular, the mountainous provinces are actively replicating the model of sister schools - where urban schools connect and share facilities, books, and skills with schools in border areas. The Fatherland Front and organizations have also launched many fundraising campaigns and organized "Going to School with You" journeys across the country. These actions, whether material or spiritual support, come from the heart, from a sense of responsibility for the future of the country.

It can be seen that the policy of building 248 inter-level boarding schools in border communes is not only to improve educational infrastructure but also a strategic step in implementing ethnic policies, developing local human resources and maintaining national defense and security in border areas.

More than an investment program, this is a testament to the political determination and profound humanitarian spirit of our Party, State and people, so that children in border areas have better learning conditions and so that "no one is left behind" on the journey of national development.
