Implementing Resolution No. 10-NQ/TU, localities and units in the province have developed specific action plans, clearly assigning responsibilities to each level and sector. Party committees and authorities have included the Resolution's content in the annual key work program, integrated into socio -economic development targets, sectoral and local planning. After nearly 3 years of implementing Resolution No. 10-NQ/TU, Quang Ninh has achieved many outstanding results, from institutionalizing policies to a series of specific solutions on technology, finance, law and community communication.
One of the highlights is that the province proactively ensures strong financial resources for the environmental sector. In the 2022-2024 period, the province's total budget for environmental protection will reach over VND2,000 billion, accounting for an average of 2.37% of the total local budget expenditure, more than double the minimum level prescribed by the Central Government.
Notably, from 2022 to present, Quang Ninh has attracted 5 major environmental protection projects with a total investment of more than 48,000 billion VND from the private sector, and at the same time received many meaningful international funding projects such as the wastewater treatment project in Dau Go cave area, the SATREPS project on construction waste management, or initiatives to reduce plastic waste. Not stopping there, Quang Ninh also invested heavily in technical infrastructure and technology. Up to now, all 8 industrial parks and 4 industrial clusters operating in the province have standard centralized wastewater treatment systems. An automatic wastewater monitoring system has also been installed, connecting online data with state management agencies for 24/7 monitoring. In addition, the province has deployed an air environment monitoring network consisting of 62 regular locations and 15 automatic points, along with 42 automatic emission stations installed by enterprises, contributing to strictly controlling the quality of the living environment.
Administrative reform in the environmental sector has also been promoted. The province has simplified 14 administrative procedures on environmental protection, applied online public services at levels 3 and 4, and made information portals public and transparent. Notably, in the period of 2022-2024, Quang Ninh has appraised and approved 158 environmental impact assessment reports, issued 187 environmental licenses, and resolutely not granted licenses to projects with high risks of causing pollution, especially in sensitive areas such as Cua Luc Bay, Ha Long, and Bai Tu Long.
Integrating environmental factors into socio-economic development is also a prominent direction. The contents of protecting natural heritage, conserving biodiversity, and adapting to climate change have been integrated synchronously in the Provincial Planning for the period 2021-2030, with a vision to 2050. Technical infrastructure projects for waste treatment, domestic wastewater treatment, forest planting and protection, construction of conservation areas, etc. are being implemented on schedule.
Along with state investment, the province also strongly promotes the role of enterprises and the community. In 3 years, the 19th Army Corps (Ministry of National Defense) has spent more than 250 billion VND to renovate and restore the mining environment, dredge streams, treat waste and plant trees. In many localities in the province, models of eco-tourism, clean production and resource reuse are being replicated. Socio-political organizations, volunteer groups, women's garbage collection groups, etc. are mobilized as a core force in propaganda work and environmental protection from the grassroots level.
