Abolishing the death penalty for 8 crimes: Before July 1, those who commit the above 8 crimes and have not yet served their sentences will not be executed.

At the press conference, regarding the adjustment of personal income tax, the representative of the National Assembly's Economic and Financial Committee said that Clause 1, Article 39 of the current Law on Personal Income Tax stipulates: in case the consumer price index (CPI) fluctuates by more than 20% compared to the time the law takes effect, or the time of the most recent adjustment of the family deduction level, the Government will submit to the National Assembly Standing Committee an adjustment of the family deduction level to match the price fluctuations, applicable to the next tax calculation period. The Government has not yet submitted, when the Government submits, the National Assembly Standing Committee will consider and report to the National Assembly.

At a press conference, responding to questions related to the Law amending and supplementing a number of articles of the Penal Code recently passed by the National Assembly at its session (the law takes effect from July 1, 2025), Ms. Nguyen Phuong Thuy, Vice Chairwoman of the National Assembly's Committee on Law and Justice, said that the newly passed law has abolished the death penalty for 8 crimes including: Activities aimed at overthrowing the people's government; Sabotaging the material and technical facilities of the Socialist Republic of Vietnam; Producing and trading in counterfeit medicines and disease prevention drugs; Illegally transporting narcotics; Sabotaging peace, waging aggressive wars; Espionage; Embezzlement of property; Receiving bribes.

Regarding the transitional provisions in the law, it is also clear that the death penalty imposed before July 1 for those who committed the above 8 crimes but have not yet been executed will not be executed, the Chief Justice of the Supreme People's Court will decide to convert the death penalty to life imprisonment. This will be carried out in accordance with regulations, demonstrating the humane and humanitarian policy of the Vietnamese State.

Also according to the newly passed law, people sentenced to life imprisonment for embezzlement or bribery can only have their sentence reduced if they have actively returned at least three-quarters of the embezzled or bribed property and have actively cooperated with authorities in detecting, investigating, and handling crimes or have made great achievements.

Regarding the issue of extra teaching and learning, Vice Chairwoman of the Committee for Culture and Society Nguyen Thi Mai Hoa said that through the question and answer session, the Minister of Education and Training gave in-depth answers and will implement many solutions to bring extra teaching activities into the right framework and true to the nature of this activity. The National Assembly will also strengthen supervision on this issue.

In the near future, the National Assembly will discuss amending three laws on education, which will aim to overcome widespread extra teaching and learning, ensuring education and training to produce students who not only have solid knowledge but also comprehensively develop skills and qualities, meeting the requirements of the new era.
