Recently, the Ministry of Health officially issued Circular No. 12/2025/TT-BYT regulating the registration of circulation of drugs and pharmaceutical ingredients.
On that basis, Deputy Minister of Health Do Xuan Tuyen signed a decision to abolish 17 administrative procedures and issue 4 new procedures in the pharmaceutical sector, aiming to simplify the process, reduce the burden on businesses and improve the efficiency of state management. This decision will officially take effect from July 1, 2025.

Of the 17 abolished procedures, 9 procedures were announced in Decision No. 2700/QD-BYT issued on October 4, 2022 under Circular No. 08/2022/TT-BYT.
In addition, the Ministry also abolished Decision No. 2898/QD-BYT dated September 30, 2024 and Decision No. 74/QD-BYT dated January 7, 2025, which are documents amending and supplementing the content of a number of old administrative procedures.
In addition, 8 other administrative procedures related to fee adjustments and new regulations in Circular 41/2023/TT-BTC and Circular 16/2023/TT-BYT are also eliminated. This abolition aims to eliminate duplicate processes that are no longer suitable for management practices and pharmaceutical industry development requirements.
In addition to abolishing invalid procedures, the Ministry of Health also issued four new administrative procedures in the pharmaceutical sector as prescribed in Circular No. 12/2025/TT-BYT.
These procedures are built in a streamlined and clearer direction regarding document requirements and appraisal processes, to increase transparency and shorten processing time for businesses.
In particular, the new contents also aim to enhance the application of information technology, creating conditions for procedures to be performed online on the National Public Service Portal.
Previously, in a similar move, the Ministry of Health also issued Circular No. 11/2025/TT-BYT, abolishing 13 other administrative procedures in the pharmaceutical sector.
These procedures mainly relate to regulations on good practices in retailing, distributing and preserving drugs, which are stipulated in Circulars 02/2018/TT-BYT, 03/2018/TT-BYT and 36/2018/TT-BYT.
Reviewing and abolishing these procedures is considered necessary to reduce the burden on business establishments, while focusing on monitoring the quality of drugs after they are circulated on the market.
The Ministry of Health's simultaneous abolition of a series of administrative procedures and replacement with new ones clearly demonstrates its determination to reform administration, aiming to build a modern, transparent, effective and more business-friendly pharmaceutical management system.
The abolition of these administrative procedures not only helps save time and costs for pharmaceutical production and trading establishments but also contributes to improving the quality of medical services, ensuring safety for people when using drugs.
