To quickly overcome the consequences of storm No. 3 (Wipha) and heavy rain and floods, and soon stabilize people's lives, the Ministry of Ethnic Minorities and Religions (the Standing Agency of the Central Steering Committee for the elimination of temporary and dilapidated houses nationwide) has sent an official dispatch to the secretaries and chairmen of the three provinces of Nghe An, Son La, and Dien Bien to request support for damaged and washed-away houses.
Accordingly, the secretaries and chairmen of the three provinces need to direct the review, counting, and complete and accurate statistics of the number of temporary and dilapidated houses that have been supported but were swept away by storms and floods; proactively deploy housing support for those affected, especially policy families, poor households, and near-poor households from local funding sources in accordance with regulations.
In case of insufficient support resources, the Provincial People's Committee shall issue a written proposal for additional support to remove temporary and dilapidated houses for those that have been supported but damaged or swept away by storms and floods, together with statistical data, and send it to the Ministry of Ethnic Minorities and Religions before August 5 for synthesis and coordination with relevant ministries and agencies to report to the Prime Minister according to regulations.
The statistical form must clearly state the subjects of 3 groups: Housing for people with meritorious services and relatives of martyrs; Housing under 2 national target programs (Sustainable poverty reduction; Socio -economic development of ethnic minority and mountainous areas); Housing under the Program to eliminate temporary and dilapidated houses.
According to data reported by localities on the software updated by August 2, the whole country has supported the elimination of 268,907 temporary and dilapidated houses (242,407 houses inaugurated; 26,500 houses under construction).
Of which, about 41,800 houses are supported for people with revolutionary contributions; 88,927 houses under 2 national target programs (83,400 houses completed; 5,527 houses under construction); 129,219 houses under the Program to eliminate temporary and dilapidated houses (115,546 houses completed, 13,673 houses under construction).
Thus, to complete the goal of eliminating 277,420 temporary and dilapidated houses nationwide before August 31 as directed by the Prime Minister, 8,513 houses still need to be urgently built and repaired.
Currently, 23/34 localities have announced the completion of eliminating temporary and dilapidated houses in the area (reaching 67.6%).
The remaining 11 localities include: Tuyen Quang (Ha Giang), Thai Nguyen (Bac Kan), Lang Son, Ninh Binh (Nam Dinh), Nghe An, Quang Tri (Quang Binh), Lam Dong (Dak Nong), Cao Bang, Dien Bien, Quang Nam, Dak Lak. These 11 provinces have started construction on all the houses that need support for repair, and are expected to announce the completion of eliminating 100% of temporary and dilapidated houses before August 20.
It is estimated that the total central budget, local budget and social mobilization to support the elimination of temporary and dilapidated houses will reach over 17,800 billion VND. Of which, the state budget accounts for 66%, socialized sources and people's contributions account for 34%./.
