Prime Minister Pham Minh Chinh signed Decision 1669 appointing Mr. Pham Quang Dung - Party Secretary, Chairman of the Board of Directors of the Joint Stock Commercial Bank for Foreign Trade of Vietnam ( Vietcombank ) - to hold the position of Deputy Governor of the State Bank of Vietnam.
The decision takes effect from January 1, 2024.

Mr. Pham Quang Dung, born on April 18, 1973, has a Master's degree in Banking and Finance from the University of Birmingham (UK), with 27 years of experience working in the banking and finance sector.
Starting his career at Vietcombank in August 1994, Mr. Pham Quang Dung has held many positions at the Investment and Guarantee Department; International Relations Department; and Financial Leasing Company.
Mr. Pham Quang Dung has held many important management positions at Vietcombank such as: Deputy Chief of Office; Deputy Director of Vietnam Finance Company in Hong Kong; Head of Correspondent Bank Relations Department; Deputy General Director; Member of the Board of Directors and Deputy General Director.
From November 2014 to August 30, 2021, Mr. Pham Quang Dung was a member of the Board of Directors and General Director of Vietcombank from November 2014 to August 30, 2021.
On August 30, 2021, Vietcombank's Board of Directors met and unanimously elected Mr. Pham Quang Dung - Member of the Board of Directors and General Director - to hold the position of Chairman of Vietcombank's Board of Directors for the 2018 - 2023 term.
