Telegram on proactive response to natural disasters in the coming time

Telegram sent to the Commander of the Provincial Military Command, Director of the Provincial Police; Commander of the Provincial Border Guard Command; Directors of provincial departments, branches, sectors and units; Chairmen of the People's Committees of communes and wards; Director of the Provincial Hydrometeorological Station; Directors of the following Companies: Irrigation Works Exploitation, Thanh Hoa Electricity, Viettel Thanh Hoa, VNPT Thanh Hoa.

Implementing the Prime Minister's Official Dispatch No. 123/CD-TTg dated July 27, 2025 on focusing on overcoming the consequences of flash floods and landslides in Son La province and proactively responding to natural disasters in the coming time; The Chairman of the Provincial People's Committee requests the Commander of the Provincial Military Command, the Director of the Provincial Police, the Commander of the Provincial Border Guard Command, Directors of provincial departments, branches, sectors, units, Chairmen of the People's Committees of communes and wards, Directors of the Provincial Hydrometeorological Station, Directors of the Irrigation Works Exploitation Corporation, Thanh Hoa Electricity, Viettel Thanh Hoa, VNPT Thanh Hoa and related units according to their assigned functions and tasks to continue to strictly implement the direction of the Chairman of the Provincial People's Committee in Directive No. 08/CT-UBND dated July 11, 2025 on strengthening the work of preventing and combating natural disasters in the province in 2025; at the same time, focus on implementing well the following key tasks:

1. Chairman of People's Committee of communes and wards

- Direct the commune-level disaster prevention and control shock force and related units to proactively inspect, review and promptly detect areas at risk of landslides and flash floods to proactively evacuate and relocate, ensuring the safety of people's lives, especially when heavy rain occurs.

- Review, update, complete plans and proactively deploy disaster prevention and control work in accordance with the actual situation in the locality.

2. Directors of the Departments: Agriculture and Environment, Construction, Industry and Trade, Science and Technology, Education and Training, Health and Directors of the Companies: Irrigation Works Exploitation, Thanh Hoa Electricity, Viettel Thanh Hoa, VNPT Thanh Hoa, according to their assigned functions and tasks, proactively direct and urge the implementation of natural disaster prevention and control work in their management areas, promptly restore infrastructure damaged by natural disasters, especially dikes, irrigation, transportation, electricity, water, telecommunications, health, and education.

3. The Commander of the Provincial Military Command, the Director of the Provincial Police, and the Commander of the Provincial Border Guard Command, according to their assigned functions and tasks, shall direct the readiness to mobilize forces, means, and materials of their units to support localities in responding to and overcoming the consequences of natural disasters when requested; especially supporting localities in reviewing and early detecting areas at risk of flash floods, landslides, and landslides to promptly warn and evacuate people.

4. The Director of the Provincial Hydrometeorological Station closely monitors weather and natural disaster developments; forecasts, warns, and promptly informs relevant agencies and people to proactively deploy response measures.

5. Directors of Irrigation Works Exploitation Companies shall, based on the actual situation, direct the timely and effective operation of pumping stations to serve the drainage work; pay attention to adjusting the pumping flow to suit the drainage capacity of the river and canal systems.

6. The Editor-in-Chief of Thanh Hoa Newspaper and Radio - Television Station directs to strengthen communication, provide timely and accurate information on natural disaster situations, direction of Party and State leaders and functional agencies so that people know, proactively respond to limit damage; at the same time, coordinate with specialized agencies to strengthen knowledge dissemination, instruct people on skills to recognize the risk of natural disasters and respond to natural disasters, especially flash floods and landslides.

7. Organize a 24/7 duty seriously, regularly report the situation to the Standing Office of the Provincial Command for Natural Disaster Prevention and Control and the Standing Office of the Provincial Command for Civil Defense, Incident Response, Natural Disasters and Search and Rescue to synthesize and report according to regulations.
