Investing in a 379 billion VND fuel pellet production project in Quang Tri

Quang Tri Provincial People's Committee said it has approved the investment policy and approved the investor of the Wood Pellet Fuel Plant project of Planted Forest Biomass Quang Tri Joint Stock Company.

The project aims to supply fuel for the export market. The project is implemented at Hai Chanh Industrial Park, Hai Chanh Commune, Hai Lang District, Quang Tri Province with an expected land area of 33,100 m2; designed capacity of 192,000 tons/year. The project's products and services are wood pellets.

Regarding construction scale, the project includes the following items: Wood pellet production area, warehouse, executive office building, canteen, executive house, covered wood material storage yard, level 4 house, mechanical workshop, pump house, staff rest house, power station, internal traffic road and turning area, concrete yard, trees, etc.

Hai Chanh commune area, Hai Lang district, where the project is licensed for investment.

The total investment capital of the project is 379 billion VND, of which the investor's contributed capital is 75.8 billion VND; mobilized capital is 303.2 billion VND.

Regarding progress, the project is expected to start construction of construction items from October 2025 to August 2026; completed and put into operation in September 2026.

Quang Tri Provincial People's Committee requests Planted Forest Biomass Quang Tri Joint Stock Company to implement the project in accordance with the approved content, comply with current legal regulations, complete environmental procedures as prescribed; assign the Department of Finance to monitor and urge investors to implement the project according to the approved progress and content, coordinate with relevant agencies to advise the Provincial People's Committee to remove difficulties and obstacles for investors during the project implementation process.

It is known that Planted Forest Biomass Quang Tri Joint Stock Company was granted a business registration certificate by the Business Registration Office - Quang Tri Department of Finance on March 20, 2025. The enterprise has its registered office at Hai Chanh Industrial Cluster, Hai Chanh Commune, Hai Lang District, Quang Tri Province with a charter capital of 79 billion VND.

In which, Mr. Le Quang Cuong contributed 23.7 billion VND (30% of shares); Mr. Nguyen Van Huan contributed 3.95 billion VND (5% of shares), Mr. Pham Manh Hung contributed 51.35 billion VND (65% of shares). In which, Mr. Pham Manh Hung (born in 1983), residing in Nham Duong village, Duy Tan ward, Kinh Mon town, Hai Duong province, is the general director and legal representative of the enterprise. Currently, Mr. Pham Manh Hung is also the legal representative of Green Mainland Real Estate Joint Stock Company (address at 87A - Dang Quoc Chinh, Le Thanh Nghi ward, Hai Duong city, Hai Duong province).
