Speed up progress and promptly hand over the Expressway Rest Stop through Nghe An in January 2026

Specifically, the Rest Stop at Km427+035, Eastern Expressway, Nghi Son - Dien Chau section is located in Dien Hanh and Dien Quang communes (old Dien Chau), now Minh Chau commune ( Nghe An ). After being handed over the site of phase 1 and 4/5 of the area of phase 2, totaling nearly 98% of the total 81,000m2 of the project ^area , the contractors mobilized machinery to speed up the construction progress of the items, in which priority was given to early completion of public service items.

According to our research, since June 2025, the investor has directed the construction unit to mobilize dozens of vehicles and machines to level the construction site on both sides in the inbound and outbound directions.

The representative of Minh Chau Commune People's Committee also said: Currently, 98% of the project site has been handed over and only 7 households are still being mobilized. The Land Clearance Board also requested the investor not to wait but to speed up the progress, construct on the handed over site area to serve as a basis for mobilizing and convincing the remaining; in the near future, the locality will actively mobilize to strive to complete the handover as soon as possible. Along with the construction of items according to plan, the rest stop still maintains essential services such as personal hygiene, temporary parking lot for passengers to rest and drink water, which has been in operation since January 2025.

The representative of the Project Management Board, Nghe An Petroleum Company confirmed: Currently, the site leveling work has been basically completed, striving to complete and officially put into operation in January 2026 as directed by the Prime Minister . The Project Board also said that among the items, the investor will prioritize early construction of service items such as public toilets, parking lots, rest houses for drivers, passengers... Along with that, the unit also directed the contractor to construct the remaining items according to the approved design and overall progress such as gas stations, electric vehicle charging points, coffee services, refreshments, rest, toilets, product introduction supermarkets...

The North-South Expressway, the section passing through Nghe An, has a total length of nearly 87.9 km, including 2 component projects: Nghi Son - Dien Chau (43.5 km long) and Dien Chau - Bai Vot (44.4 km long). Both projects have been completed and put into use, of which the Dien Chau - Bai Vot section has collected tolls. Also according to the design, the expressway through Nghe An has 1 rest stop at Km427+035 deployed in Dien Hanh and Dien Quang communes (old Dien Chau) and now Minh Chau commune, Nghe An province.
The investment project to build and operate the Rest Stop in Minh Chau commune has a total area of ^81,000m2 , with a total investment of nearly 340 billion VND, invested by a joint venture of Vietnam National Petroleum Group (Petrolimex) and Thua Thien - Hue Petroleum Company.
