According to the report of the Department of Home Affairs, as of July 25, communes and wards have been operating effectively and people have been served promptly. Up to now, the working offices of 103 communes and wards in the city have been arranged to basically ensure that they are suitable for the commune-level administrative units after the arrangement to serve the work tasks, basically meeting the requirements of the immediate period.
Ms. Nguyen Thi Hong Hanh, Deputy Director of the Department of Home Affairs of Can Tho City, said that the Department has compiled the leadership, management, professional and technical positions in communes and wards that are currently vacant and lacking, and compiled the needs of cadres, civil servants and public employees in the government sector to voluntarily register to work in communes and wards. As of July 25, there have been 211 cases of registration to work in communes and wards. Currently, 27 comrades have been assigned, and the Department has sent a list of 184 comrades to communes and wards to propose suitable selections for the vacant positions in the locality. The Department of Home Affairs has also coordinated with the City Party Committee's Organization Board to select personnel to complete the positions of Vice Chairman of the People's Council, Vice Chairman of the People's Committee and personnel at the commune level Party Committee.
Regarding the digital infrastructure serving the management and operation of the People's Committee at the commune level, the Department of Science and Technology has deployed AI technology to the city's Administrative Procedure Resolution System (TTHC) to support civil servants and public employees in receiving and returning results at the commune level. The Document Management and Operation System has been deployed uniformly throughout the city and has been connected to the single login system, ensuring the sending and receiving of electronic documents at 3 levels from the Central to the provincial and commune levels.
The work of issuing new and changing digital signatures for organizations and digital signatures for individuals at commune and ward levels has basically met the needs of leaders and civil servants. Through inspections of the operations of public administrative service centers in 30 communes and wards, functional units have supported and guided the centers in receiving and handling administrative procedures; recommended solutions to ensure network safety and security in the use, exploitation and operation of the city's administrative procedure handling information system...
At an online meeting between the Standing Committee of the City People's Committee and 103 communes and wards on the operation of administrative units after the merger, leaders of many localities reported that they still encountered a number of difficulties and problems. Among them, the most prominent problems were the lack of specialized officials and civil servants; inadequate equipment and scattered, small and degraded working offices.
Specifically, Tan Loc ward lacks 10 positions, so each civil servant is assigned to be in charge of 2-3 areas. Similarly, Khanh Hoa ward lacks 7 civil servants; Nhon Ai commune lacks 1 vice chairman of the People's Council, 1 vice chairman of the People's Committee and civil servants specializing in information technology, finance and land; Truong Long Tay commune lacks 1 vice chairman of the People's Committee, 1 deputy head of the People's Council, 1 secretary of the Youth Union and lacks 1 construction civil servant, 1 information technology civil servant. The leaders of the above localities requested the Department of Home Affairs to consider, strengthen and second local support staff to ensure the apparatus operates smoothly, effectively and efficiently.
Mr. Dang Thanh Hien, Chairman of Nhon Ai Commune People's Committee, said that the civil status software and business registration system software are not synchronized with the city's administrative procedure settlement system, so the locality has to process paper records. Mr. Hien recommended that the city consult with ministries and branches to soon synchronize the data of the above 3 software to create favorable conditions for civil servants in processing records of people and businesses. Localities recommended that departments and branches need to review and soon complete the internal administrative procedure implementation process to meet the conditions for implementing online public services integrated on the National Public Service Portal.
Speaking at an online meeting with communes and wards last weekend, Mr. Tran Van Lau, Chairman of the Can Tho City People's Committee, noted that communes and wards need to review and make the most of available assets that can still be used to promote their full functionality and avoid waste. Regarding the Commune-level Public Administration Service Center, the Chairman of the City People's Committee noted that it is necessary to aim for people's satisfaction. Localities will review land funds and arrange a Public Administration Service Center separate from the Commune-level People's Committee in the coming time. At the same time, all agencies (including the Police) must receive documents at the Public Administration Service Center to facilitate people when completing documents.
The Chairman of the City People's Committee emphasized the need to pay more attention to document and archive work, because most localities do not have archives. At the same time, continue to review and evaluate cadres to properly arrange and transfer cadres to promote their strengths and work efficiency, put political tasks first to develop the economy - society, and serve the people and businesses well.
