With the motto "Emulation closely follows the task, focuses on the base, takes the results of task implementation as a measure", Division 346 (Military Region 1) has built and effectively promoted many creative and practical emulation models, creating a vibrant and widespread atmosphere throughout the unit.

As the main unit carrying out the tasks of training, combat readiness, management, training of troops, training of reserve forces, prevention and control of natural disasters and search and rescue, the Party Committee and the Division Commander determined: The Emulation Movement for Victory (TĐQT) must be closely linked to political tasks, with specific criteria, suitable for each agency and unit. Emulation is not a formal movement, but must be a specific, realistic action, aiming to improve the effectiveness of training, discipline training, building a regular order and combat strength.
During the implementation of the movement, many typical models have been built and replicated. A typical model is the "5 proactive training" model (proactive planning, teaching aids, lesson plans; proactive training of cadres; proactively ensuring logistics and techniques; proactively checking and evaluating results; proactively improving the quality and progress of training, overcoming the situation of learning without learning, teaching without teaching). Thanks to this model, many young cadres quickly adapted to the task.
Focusing on the grassroots, the Division deployed the model of "Excellent training squad" at the squad and platoon levels, helping to raise the sense of competition from the smallest units. Companies and battalions organized evaluations and commended squads that were exemplary in training, discipline, and regularity. The content of the competition was specified in a daily monitoring board at each squad, helping soldiers to strive, self-regulate their behavior, limit violations, and be proactive in performing their tasks.

In order to raise awareness of law compliance and a regular living environment, the Division has implemented the weekly “Law Day” model. The content is innovated vividly such as dramatization, wall newspaper contest, situation handling... to help soldiers understand and remember easily. At the same time, commanders at all levels set an example in words and actions, creating a strong spreading effect.
In addition, many other models have also been effectively maintained such as: "Friends progressing together", "Youth study hours", "Smoke-free Youth Union", "Saving gifts for relatives", "Career guidance for discharged soldiers"... These activities contribute to building a healthy, positive competitive environment, improving overall quality.
Thanks to the effective promotion of the TDQT Movement, for many consecutive years, Division 346 has been awarded the Emulation Flag and the title of "Comprehensively Strong Unit" by the Ministry of National Defense and Military Region 1; its subordinate regiments have achieved the title of "Excellent Training Unit". In 2024, the Division was awarded the Emulation Flag of the Ministry of National Defense for its outstanding achievements in implementing the TDQT Movement.
Colonel Dam Tien Dung, Political Commissar of Division 346, emphasized: "Building on the achieved results, in the coming time, the Division will continue to promote the International Emulation Movement in line with political tasks, discover and replicate advanced models, link emulation with building a clean Party organization, a comprehensively strong unit "exemplary, typical", meeting the requirements of tasks in the new situation".
