Adjusting the names and capital plans of projects under the National Target Program for Socio-Economic Development of Ethnic Minority and Mountainous Areas

The Provincial People's Council has just issued Resolution No. 29/2023/NQ-HDND on adjusting the project name and adjusting the development investment capital plan from the central budget and provincial budget to implement the National Target Program on Socio -Economic Development in Ethnic Minority and Mountainous Areas, 2023 plan (referred to as Resolution No. 29).

Accordingly, Resolution No. 29 adjusting the project name and adjusting the investment capital plan for development from the central budget and provincial budget to implement the National Target Program on socio-economic development in ethnic minority and mountainous areas (Program), the 2023 plan, was approved by the Provincial People's Council in Resolution No. 59/NQ-HDND, dated December 21, 2022 and Resolution No. 22/NQ-HDND, dated July 31, 2023.

Specifically: Adjust the names of 3 projects of Component Project No. 2 of the Program, including: Project to arrange and stabilize residents in extremely difficult areas of the safe zone commune (ATK) of Krong No, Lak district; Project to arrange and stabilize residents in extremely difficult areas of the safe zone commune (ATK) of Dak Phoi, Lak district; Project to arrange and stabilize residents in extremely difficult areas of the safe zone commune (ATK) of Bong Krang, Lak district.

Resolution No. 29 also adjusts the 2023 capital plan to allocate specific investment projects under Component Project No. 2 and Component Project No. 7 of the Program, with a total capital of VND 56.2 billion.

In particular, the 2023 capital plan is adjusted down to implement 4 investment projects under Component Project No. 2, approved by the Provincial People's Council in Resolution No. 22/NQ-HDND, dated July 31, 2023, with a total capital of 40 billion VND; the 2023 capital plan is adjusted down to implement 2 investment projects under Component Project No. 7, approved by the Provincial People's Council in Resolution No. 59/NQ-HDND, dated December 21, 2022, with a total capital of 16.2 billion VND.

In addition, Resolution No. 29 adjusted the capital plan for 2023 to arrange the implementation of investment projects under Component Project No. 4, with a capital of VND 56.2 billion.

The order of priority is as follows: arrange 100% of the remaining capital for projects with approved final settlement, with a capital of 343 million VND/3 projects; arrange 100% of the remaining capital and have a counterpart capital structure from the district budget for projects that have been completed and handed over for use, with a capital of 4.1 billion VND/3 projects; arrange 95% of the remaining capital for projects that have been completed and handed over for use, with a capital of 2.1 billion VND/11 projects; arrange capital for new construction in 3 districts: Krong Pac, Buon Don and Lak, with a capital of more than 49.6 billion VND/21 investment projects.
