Chairman of Deo Ca Group Ho Minh Hoang affirmed: PPP++ is not just an institutional innovation. It is the crystallization of the Deo Ca Group's intelligence, daring to think differently, thinking far; daring to do things for real, doing them to the end and always being one step ahead with a timeless vision, demonstrating the connection of responsibility between the State, enterprises and localities.
Divided into 2 phases, the Dong Dang - Tra Linh Expressway Construction Investment Project has a total length of 121 km. Upon completion, this expressway will shorten the travel time from Cao Bang to Hanoi from 6 - 7 hours to about 3.5 hours. Phase 1 of the project started on January 1, 2024 with a length of 93.35 km, passing through complex terrain. Phase 2 will expand the entire 93.35 km of phase 1, while simultaneously building a new 27.71 km of expressway connecting to Tra Linh International Border Gate. Upon completion, this expressway will not only pave the way for Cao Bang to make a breakthrough but also contribute to the implementation of the country's strategic goal: Completing 3,000 km of expressway from Cao Bang to Ca Mau Cape - a continuous connecting axis, raising the national position.
The Dong Dang - Tra Linh Expressway is a vivid proof of a project that "meets the will of the Party and the will of the people". The determination to accelerate the progress of site clearance is one of the key tasks assigned to the authorities at all levels in Cao Bang to mobilize all resources, launch emulation movements, call for the consensus of the people, and create a fierce atmosphere from the province down to the grassroots level.
Right before the project started, people in Cao Bang and Lang Son provinces, where the expressway passes through, were ready to move to hand over the land for the project, even though they had not yet received all the support costs. After the "100 days and nights of land clearance" campaign launched by Cao Bang province, more than 1,000 households completed the land clearance quickly, creating a "miracle", handing over more than 222 hectares of land to the contractor for construction on schedule, at the same time, helping to solve the difficult problem for the provincial government not to have to spend hundreds of billions of VND to pay compensation immediately. To date, the land clearance of the entire project has reached 93.14/93.35 km of land, equivalent to 99%.
With the spirit of putting the interests of the nation and people above all else, the Dong Dang - Tra Linh Expressway Investment Project has breathed new life into the borderland of the Fatherland. The bustling atmosphere across the construction sites as more than 3,200 engineers and workers with 1,500 machines and equipment work day and night, turning the slogan "overcoming the sun, overcoming the rain" into reality every day. In compliance with the direction of the Prime Minister, the two provinces of Cao Bang and Lang Son are closely coordinating with Deo Ca Group to strive to bring the project to the finish line early, basically completing and opening the route on December 19, 2025.
Not stopping there, phase 2 of the project and the connecting route to Ta Lung International Border Gate will be started on August 19, 2025. A milestone demonstrating the determination to keep the commitment on schedule, meeting expectations, and meeting the people's hearts.
Sharing about the "overcoming difficulties journey" of Cao Bang province and Deo Ca Group in the process of researching and implementing the Dong Dang - Tra Linh Expressway Investment Project, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Le Hai Hoa affirmed: The most difficult thing that the parties had to face was not only capital, terrain, or technology, but also doubts about the feasibility of the project. Both the government and the enterprise joined hands to overcome the "fog" of doubt, gradually winning the trust of public opinion, the market, investors and insiders. Although they are two different entities, Cao Bang province and Deo Ca Group share the aspiration to overcome difficulties to open the road. By "daring to think honestly, speak honestly and do honestly", the two sides have persevered and unanimously implemented the project. The spirit of public-private partnership is essentially encapsulated in the two words cooperation and sharing, which is the key to opening the door to the expressway. The initial doubts have been transformed into confidence, into encouragement and motivation to continue on bigger and more meaningful journeys. With the will of the government and businesses, the Dong Dang - Tra Linh Expressway Construction Investment Project has become a special project, not only applying a new implementation model and new capital sources, but also incorporating new confidence and new determination.
