Speaking at the opening of the session, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the An Giang Provincial People's Council Nguyen Thanh Nhan said that this session took place in a special context, when An Giang province entered a new phase, with a larger scale and space, a new apparatus, and higher task requirements. The province is facing a great opportunity, opening a new development model, requiring political determination, social consensus and a strong spirit of innovation throughout the political system.

Chairman of the An Giang Provincial People's Council Nguyen Thanh Nhan assessed that since the first session of the Provincial People's Council, under the leadership of the Executive Committee, the Standing Committee of the Provincial Party Committee and the drastic and synchronous participation of the entire political system, all levels and sectors; the two-level government of the province has been organized and operated smoothly, stably, without interruption, creating high consensus in society.
“In the past 29 days, the transfer of names, organizational structure, facilities, workplaces... has been carried out methodically and on schedule; the team of cadres, civil servants and public employees have promptly caught up with the work with higher determination and greater responsibility, serving the people; administrative procedures have been resolved faster, creating satisfaction for the people,” said comrade Nguyen Thanh Nhan.

Along with the initial results in the organization and operation of the apparatus; the socio-economic situation in the first 6 months of the year also achieved many positive results: Gross Regional Domestic Product (GRDP) increased by 8.12%, higher than the national average. Budget revenue and expenditure, and the value of public investment disbursement have many positive changes. The fields of culture - society, health, education, social security, and care for ethnic minority areas continue to receive good attention and implementation. National defense - security, social order and safety are ensured.
Standing Deputy Secretary of the Provincial Party Committee, Chairman of the People's Council of An Giang province Nguyen Thanh Nhan said that along with the achieved results, reality is posing new requirements, requiring the Provincial People's Council to strengthen supervision, proactively respond to flexible policies, and promptly institutionalize policies into appropriate decisions.
The Provincial People's Committee needs to promote its leadership and management capacity in a drastic and effective manner. Departments, branches and localities must improve their advisory and implementation capacity; cadres and civil servants need to be more proactive, responsible, determined to overcome difficulties, and take advantage of opportunities to promote comprehensive development.

Assess the socio-economic development situation, budget revenue and expenditure, public investment in the first 6 months of the year and tasks for the last 6 months of 2025. Discuss and resolve the socio-economic development tasks in 2025 of An Giang province (after the merger); decentralize finance and exploit public assets; issue specific policies and mechanisms to support cadres, civil servants, public employees and workers to create peace of mind and stability in work.
Review the Provincial People's Council's monitoring programs for the last 6 months of the year and 2026. Explain issues of concern to voters.
