State Audit audits Ring Road 4 Project - Capital Region

ANTD.VN - The State Audit will audit the construction activities and management and use of investment capital for the Ring Road 4 Construction Investment Project - Hanoi Capital Region.

The State Audit has just issued Decision No. 1403/QD-KTNN on auditing construction activities and management and use of investment capital for the Ring Road 4 Construction Investment Project - Hanoi Capital Region (Project).

Accordingly, the audit period is 60 days from July 24, 2024.

The State Audit will conduct audits at: Hanoi City Traffic Construction Investment Project Management Board; People's Committees of Me Linh, Dan Phuong, Hoai Duc, Thanh Oai, Thuong Tin districts; Hung Yen Province Department of Transport; People's Committees of Van Giang, Yen My, Van Lam, Khoai Chau districts; Bac Ninh Traffic Construction Project Management Board.

State Audit conducts audit of Ring Road 4 Project - Capital Region

At the same time, audits of component projects will be conducted:

Component project 1.1 – Compensation, support, resettlement (including expressway system, parallel roads, technical infrastructure and national railway reserve corridor in Hanoi) under the Investment Project to build Ring Road 4 – Hanoi Capital Region);

Component project 1.2 – Compensation and resettlement support (including highways, parallel roads, technical infrastructure and national railway reserve corridors) in Hung Yen province under the Ring Road 4 Construction Investment Project – Hanoi Capital Region;

Component project 1.3 – Compensation and resettlement support (including expressway system, parallel roads, technical infrastructure) under the Investment Project for construction of Ring Road 4 – Hanoi Capital Region;

Component project 2.1 – Construction of parallel roads (urban roads) in Hanoi city area under the Ring Road 4 Project – Hanoi Capital Region;

Component project 2.2 – Construction of parallel road in Hung Yen province under the Investment Project to build Ring Road 4 – Hanoi Capital Region;

Component project 2.3 – Construction of parallel road in Bac Ninh province under the Investment Project to build Ring Road 4 – Hanoi Capital Region.

The audit content includes: Auditing of investment capital sources, investment costs for project implementation; compliance with laws, investment management regimes, construction, finance, accounting and other relevant legal policies.

Audit scope from Project implementation to June 30, 2024 and related previous and subsequent periods.

The objective of the audit is to confirm the truthfulness and reasonableness of the Project's financial information; evaluate compliance with the law; evaluate the economy and effectiveness in the management and use of public finance and public assets of the Project.

On the other hand, pointing out shortcomings and limitations to make recommendations to audited units to rectify their management and operations; recommending competent authorities to improve inadequate mechanisms and policies; promptly detecting violations, acts of corruption, waste, and negativity;

Determine the responsibilities of collectives and individuals and recommend handling according to the provisions of law, ensure that public financial resources and public assets are used economically and effectively; provide reliable and timely information and data to competent agencies to perform the functions of inspection, investigation and supervision of the management and use of public finance and public assets.
