The construction and transport sector in the 2020-2025 term not only creates a synchronous and modern infrastructure foundation, but also affirms the core leadership role of the Party organization, the pioneering and exemplary role of cadres and Party members in the entire sector. From thinking to action, from innovating leadership methods to improving the effectiveness of implementation, it shows the correctness, effectiveness and efficiency in Party building work associated with local infrastructure development.

Innovation, improving management effectiveness

In the context of merging the Department of Construction of Tuyen Quang and Ha Giang provinces, the reorganization of the apparatus, personnel, and operation methods poses many challenges. Under the direct leadership of the Provincial Party Committee Standing Committee, the Party Committee of the Department of Construction clearly demonstrated its steadfast political will, solidarity, innovation, and decisive action. The organizational apparatus was streamlined by 40% but still ensured operational efficiency; departments and offices were rearranged reasonably; the staff and party members had stable ideology, were assured of their work, and promoted their assigned roles and responsibilities well.

The highlight of the term is the clear transformation between "administrative management" and "political leadership" in thinking and action. The Party Committee of the Department of Construction clearly defines its role as the political nucleus, the center of solidarity, leading the entire industry to complete the targets set by the Provincial Party Congress resolution, and at the same time concretize them with clear action programs, plans, and roadmaps, closely following the reality of each field: planning, construction, urban development, transportation, and housing.

Right from the beginning of the term, the province has identified the construction of transport infrastructure as one of the three strategic breakthroughs. On the basis of closely following the resolutions of the Central Committee, the Provincial Party Committee and the local socio -economic development program, the Party Committee of the Department of Construction has focused its intelligence to proactively develop projects, advise on policies, propose projects and mobilize resources for synchronous implementation.

Under the close direction of the province, a series of key projects have been started and completed, becoming the driving force for regional development. The Tuyen Quang - Phu Tho expressway connecting with the Noi Bai - Lao Cai expressway, the Tuyen Quang - Ha Giang route is under construction in phase 1 and preparing for phase 2, national highways, provincial roads, district roads, and village roads have been renovated and upgraded synchronously. In particular, more than 2,000 km of rural roads have been concreted, many new bridges have been built across large rivers such as the Gam River, Lo River, and Pho Day River, bringing 100% of border villages to have roads meeting new rural standards... is the result not only of the will to act but also of the concretization of the Party's correct policies into life.

Along with that, the urban system has strongly transformed towards civilization, modernity, greenness and sustainability. Dynamic urban axes, residential areas, and social housing have been deployed in conjunction with the provincial planning for the period 2021-2030, with a vision to 2050. The connection between the administrative center and tourist areas and service economic zones has created new development corridors, attracting investment and improving the quality of life of the people. In particular, the connecting routes between the administrative center of Tuyen Quang province - Yen Son, My Lam tourist area, Son Duong bypass or Vi Xuyen town's inner-city route... have created corridors for service economic and tourism development.

Firmly step on the new journey

In the context of requirements for management modernization, digital transformation and administrative reform, the Party Committee of the Department of Construction proactively approaches new trends. 100% of administrative procedures are publicly updated; many procedures are provided at levels 3 and 4; price indexes, unit prices of labor and machinery are issued promptly and in accordance with regulations. Construction quality inspection, especially projects using state capital, is strengthened, preventing major incidents. Inspection, driver training, journey management, and tightening of transport management have all had positive changes, contributing to ensuring traffic safety and improving the quality of public services.

In particular, in the context of developing the border gate economy, the Party Committee of the sector has proactively advised on many proposals related to cross-border infrastructure connectivity in the Thanh Thuy - Thien Bao area, promoting technical and policy cooperation with the Chinese side. Comrade Le Thanh Son, Director of the Department of Construction, said: The Party Committee of the Department identifies Party building as a key task, ensuring that all professional tasks are effectively implemented. The Party organization is consolidated in accordance with the new model, Party cell activities are innovated, closely following reality; inspection and supervision work is carried out seriously, in accordance with the regulations, contributing to maintaining discipline, order, improving the leadership capacity and fighting strength of the Party organization.

At the same time, the Party Committee of the Department regularly and systematically carried out political and ideological work. Studying and following Ho Chi Minh's ideology, morality and lifestyle were included in regular activities; self-criticism and criticism were carried out seriously; the exemplary role of leaders was highly promoted.

Entering the 2025 - 2030 term, the Department's Party Committee clearly defined the strategic direction: taking the development of transport and urban infrastructure as a breakthrough, taking green, smart and sustainable urban areas as the goal, taking digital transformation and administrative reform as the method. With the motto of action: "Solidarity - Discipline - Innovation - Breakthrough - Efficiency", the Party organization in the whole industry continues to promote its comprehensive leadership role, building a team of "both red and professional" cadres, bringing the Party's resolutions into life.
