On July 20, Vice Chairman of Lam Dong Provincial People's Committee Le Trong Yen signed an urgent dispatch to departments, branches and localities requesting the implementation of solutions to respond to storm No. 3 (storm Wipha).

Lam Dong Provincial People's Committee requested coastal communes, wards and Phu Quy special zone to closely monitor the storm's developments and strictly implement the activities of ships and boats at sea. Localities should proactively inform ships and boats about the storm's developments and proactively take precautions, avoid moving to dangerous areas.

Units deploy work to ensure safety of people, vehicles, and property at tourist sites, aquaculture, fishing, and constructions on islands and coastal areas. Depending on the specific situation, communes decide to ban passenger and cargo ships from going to sea.

The government proactively evacuated people from cages, aquaculture huts along the coast, at sea, and on islands to ensure safety. Units are ready with forces and means for rescue when required.

Lam Dong province requires communes and wards on the mainland to synchronously deploy solutions to ensure safety for people and property in areas at risk of flooding, subsidence, and landslides.

Communes and wards organize forces to control and support safe traffic, especially at underground overflow locations, deep flooded areas, and landslides. Risky areas need to be regularly inspected and forces prepared to prevent and respond to emergencies.

The Provincial People's Committee requested communes, wards, and Phu Quy special zone to effectively promote local shock forces according to the motto "three ready" and "four on-site".

Departments, branches and sectors, according to their functions and tasks of State management, proactively coordinate with communes, wards and Phu Quy special zone to respond to storms and floods. The Department of Construction and the Department of Agriculture and Environment will strengthen inspection and promptly handle arising incidents.

Units managing and exploiting irrigation and hydroelectric works must discharge floodwaters in accordance with regulations. Before planning to discharge floodwaters, they must promptly notify the authorities and people in the affected areas to take preventive measures.

Lam Dong requested press agencies and mass media operating in the area to increase information about storm and flood developments to authorities at all levels and local people to proactively prevent and respond.

On July 19, storm No. 3 (storm Wipha) entered the East Sea with a level 9 intensity, gusting to level 12 and continuing to strengthen. The storm has caused a lot of damage to provinces and cities (including Lam Dong) and is at high risk of causing rain, floods, inundation, flash floods, and landslides.
