Mr. Liu Pingruong took advantage of his position to embezzle 300,000 USD

This information was announced by Thai Binh Provincial Police on January 6.

At the Investigation Agency, Mr. Luu Binh Nhuong honestly confessed his crime and, through his lawyer, authorized his relatives to return 7 billion VND (equivalent to 300,000 USD) to remedy the consequences.

To expand the case, the Investigation Agency notifies individuals and organizations that have been taken advantage of by Mr. Nhuong for personal gain or are related to other crimes committed by Mr. Nhuong to come to the Office of the Investigation Police Agency of Thai Binh Provincial Police to coordinate the settlement.

Cases of concealment of information will be considered and handled according to the provisions of law.

Previously, on November 14, the Investigation Police Agency of Thai Binh Province Police issued a decision to prosecute, order temporary detention, and search the residence and workplace of Mr. Luu Binh Nhuong (60 years old, residing in Tay Ho District, Hanoi ) to investigate the crime of Extortion.

The arrest of Mr. Luu Binh Nhuong is the result of an expanded investigation into the case of Pham Minh Cuong (37 years old, commonly known as Cuong "Quat"), a criminal with 3 previous convictions, residing in Thuy Xuan commune, Thai Thuy district, Thai Binh province.

Cuong "Quat" and his followers are considered a complex social gang in Thai Binh. This gang has participated in and carried out many illegal activities that seriously affect security, order and social safety.

According to investigation documents, when he learned that some businesses were licensed by the People's Committee of Thai Binh province to exploit sand at the coastal sand mine in Thuy Truong commune, Thai Thuy district, Cuong "Quat" and his accomplices arbitrarily established illegal rights to use the tidal flats to put pressure on the businesses, forcing them to pay according to the volume of sand exploited or sell a part of it to Cuong at a price cheaper than the market price, appropriating billions of dong from the businesses.

With the above tricks, from 2020 to 2022, the total amount of money that Cuong "Quat" and his accomplices appropriated from businesses amounted to billions of dong.

On December 25, 2023, the Investigation Police Agency of Thai Binh Provincial Police issued a Decision to supplement the Decision to prosecute the criminal case and the Decision to supplement the Decision to prosecute the accused against Mr. Luu Binh Nhuong for the crime of Taking advantage of position and power to influence others for personal gain, according to Clause 4, Article 358 of the Penal Code.
