At the question-and-answer session, Deputy Head of the National Assembly Delegation of Binh Thuan - Nguyen Huu Thong questioned two issues: whether the legal work in localities has not received due attention; the backlog of documents assigned by law is still quite large, leading to difficulties in implementation in localities. Regarding the above two issues, Minister of Justice Le Thanh Long admitted that the reality of the backlog and slow issuance of documents is an issue that has not been completely resolved. The reason is that there are too many contents assigned with detailed regulations, or some resolutions have a short validity period, and a replacement resolution needs to be issued soon. Providing a solution to this problem, the Minister of Justice said that the Prime Minister has issued a resolution on a number of solutions to overcome difficulties and shortcomings in the work of drafting legal documents, including regulations to ensure administrative discipline in drafting and promulgating legal documents. In the long term, in law-making, it is necessary to clearly stipulate many specific issues in the law, ensuring discipline in the development and promulgation of legal documents.

Responding to the question of human resources in the judicial sector, especially the legal staff and appraisers, Minister of Home Affairs Pham Thi Thanh Tra said that currently the legal staff and appraisers are still thin. There are two main reasons, which are difficulties due to the implementation of the Party's policy on restructuring the apparatus and streamlining the payroll, so legal organizations in localities have to be rearranged. Second, this is a difficult, complicated, and sensitive field, additional resources, and recruiting forces to directly participate in this field are not favorable due to difficult policies and requirements for deep professional expertise. Therefore, the Ministry of Home Affairs and the Ministry of Justice are developing a project to develop human resources in the judicial sector in general, including the legal staff and appraisers for the period 2023 - 2030. The project focuses on recruitment, use, and related policies and mechanisms; At the same time, pay attention to training, fostering, updating knowledge and task requirements so that this team can meet task requirements in the new situation...
