Stable production

According to the Provincial Economic Zone Management Board, the province has 1 economic zone with 39,020 hectares and 17 industrial parks (IPs) with 3,515 hectares. Of which, 1 economic zone, 6 IPs, and industrial clusters have been put into operation; 5 IPs were established but not yet in operation; 9 IPs have not been established.

The province is currently attracting 219 investment projects under implementation, with a total registered capital of over VND84,761 billion and USD4 billion, while creating jobs for over 100,000 workers. Budget revenue is over VND4,500 billion/year.

Meanwhile, the province currently has over 15,500 operating enterprises. In the first months of the year, despite many difficulties due to many objective factors, many enterprises said that production was relatively stable and growing.

According to Mr. Nguyen Huu Phuoc - Director of Vinh Tien Garment Joint Stock Company, currently, the production situation is stable, orders are still maintained and developed. Ms. Le Thi Hang - Head of Administration - Human Resources Department of Leader Garment Company Limited (Vietnam) said that currently, the unit's orders are stable since the beginning of the year. Many new orders and overtime are often organized to complete on time.

Similarly, Ms. Bui Thi Cam Tu - Director of Administration and Human Resources of Bo Hsing Company Limited said that the unit is still producing according to old orders and continues to receive new orders.

Meanwhile, at Duyen Hai Thermal Power Company, the unit currently has more than 1,200 employees. Production continues to be stable and good.

Cumulative electricity production output up to July 20 was 9,281.97 million kWh, reaching 47% of the plan assigned by the Ministry of Industry and Trade (19,616 million kWh), reaching 50% of the plan assigned by the corporation (18,367 million kWh) and equal to 117% compared to the same period in 2024. According to Mr. Ngo Van Sy - Director of Duyen Hai Thermal Power Company, the total revenue from electricity production in the first 6 months of 2025 of the 3 affiliated factories was 15,455 billion VND. The expected revenue in the last 6 months of 2025 according to the plan is 12,293 billion VND.

Propose solutions to overcome difficulties

According to enterprises, especially those in industrial parks, although the production situation is favorable, the most difficult thing is still the scarce labor force, which is difficult to recruit. According to Ms. Tu, although there are always new orders, the current labor recruitment situation is only "compensation recruitment", meaning that only enough workers are recruited to compensate for the number of laid-off workers.

“The company is short of about 300 workers and cannot recruit new ones. Another affiliated unit is also short of nearly 200 workers. The company has orders, but the lack of workers will cause many difficulties in organizing production. In the coming time, I hope that the authorities will have solutions to help the company recruit workers to meet production needs,” Ms. Tu suggested.

There is a continuous shortage of labor despite the salary and incentive policies always being “higher than the average”, Ms. Hang shared that currently, the direct production line is short of about 400 workers, and if counting all 3 factories, the company needs about 1,500 more workers. Currently, the company is posting and recruiting workers on many different information channels. The company has even organized recruitment teams and delegations to other localities to recruit, but still does not have enough required numbers.

At Duyen Hai Thermal Power Company, according to Mr. Sy, there is currently a situation where many high-quality workers are “job-hopping”. “In the coming time, we hope that the province will focus on investing in infrastructure so that the locality can develop further. This is also a condition to attract high-quality, enthusiastic and dedicated human resources,” said Mr. Sy.

In addition, at Duyen Hai Thermal Power Company, there are still difficulties such as: although the ash consumption rate is high, it requires synchronous coordination from localities, the utilization of this resource will be effective, contributing to reducing environmental pressure and investment costs for projects in the region. In addition, some difficulties related to land, the Duyen Hai Power Center seaport project (breakwater, separate channel and turning basin) ... need to have a quick solution for the company to stabilize production, achieve business goals in 2025 and the following years.
