Speaking with Kinh te va Do thi, Vice Chairman of Soc Son District People's Committee Do Minh Tuan said that in fact the broken section was only Dam Khoai embankment (Cau Lai hamlet, Lai Son village, Bac Son commune).

According to Mr. Tuan, the broken surface is about 5m long. The preliminary cause was determined to be due to the Cong River water level rising very high, the large water level difference leading to overflowing Cau Lai stream causing the embankment to overflow, erode and break the embankment.
