Ho Chi Minh City plans to completely handle 571 pending investment projects.

Ho Chi Minh City People's Committee has just issued Plan No. 4409/KH-TCT to completely resolve difficulties and problems with pending projects, works, and land plots in the City.

According to statistics from the Ho Chi Minh City People's Committee, the city currently has 571 projects, works, and land plots that are still stuck. Of these, 30 projects are under the jurisdiction of the Central Government, and 541 projects are under the jurisdiction of the City.

Ho Chi Minh City aims to resolve 100% of projects under the City's authority and over 50% of projects under the Central Government's authority by 2025.

To achieve this goal, Ho Chi Minh City divides 571 projects into 5 groups: public investment projects, private investment, public-private partnership (group 1); public assets group (group 2); assets and investment projects of state-owned enterprises (group 3); groups related to inspection, investigation, prosecution, trial and projects under the Prime Minister 's Working Group 153 (group 4); groups of large land plots in prime locations that have not been put into use (group 5).

To thoroughly handle stuck projects, the City assigns each project, construction, and land plot in the list to a Department or specialized agency responsible for continuous monitoring.

The specialized focal agency is responsible for reviewing and coordinating with relevant agencies to support the removal of difficulties and obstacles for the project under its management within 2 weeks from the time of identifying difficulties and obstacles. For complicated issues beyond its authority, it shall proactively propose a report to Working Group 936 for consideration and direction of removal.

In addition, the City People's Committee assigns specific responsibilities to each Vice Chairman of the City People's Committee to directly direct project groups according to their assigned areas.

In which, Vice Chairman Bui Xuan Cuong monitors and directs the investment project group that is stuck in site clearance and planning.

Vice Chairman Vo Van Hoan was assigned to monitor and direct private investment projects that are stuck in the stages of deciding on investment policies and adjusting investment policies, especially projects in export processing zones and industrial parks.

Vice Chairman Nguyen Van Dung monitors and directs the group of public assets, including unused or ineffectively used agency and office headquarters. At the same time, he monitors and directs the group of pending state-owned enterprise projects.

Vice President Duong Ngoc Hai monitors and directs projects related to the inspection, examination, auditing, prosecution, investigation and trial processes.

According to the Ho Chi Minh City People's Committee, the issuance of Plan 4409 is to specify the tasks to resolve difficulties in investment projects, to free up resources, promote effective land use, and promote double-digit growth in 2025.
