Party members go first

To make the village strong and the economy and society develop, the grassroots party organization must be strong. Mr. Cao Van Den, who was elected by the villagers of Cau Gay as a prestigious person, Village Chief and Party Cell Secretary for many years, always reminds himself of this. That thought is also the motivation for him and the party members in the party cell to always strive to change their thinking, develop young party members, and build a strong party cell to be able to fulfill their role as guides for the masses in the village.

Mr. Den sincerely shared that for the Raglay people, the embodiment of the Party is people like Mr. Ba Quyet, Station Chief Nam, Political Commissar Du, who are border guards and party members who have always eaten, lived, and worked with the people over the years. Party members in the cell always look to them to learn and strive.

Captain Hoang Van Viem regularly discussed the local situation with Mr. Cao Van Den, Village Chief and Party Cell Secretary of Cau Gay Village.

Talking about the Party development work among the Raglay people, Mr. Den excitedly said: "The most potential source for Party development is the young generation who are being invested in and educated properly." The young generation he was talking about were the students of Cau Gay village, notably 2 university students and 2 12th graders about to take the university entrance exam. Recalling his youth, he said he was only allowed to go to school at the age of 20.

He is one of three people from Cau Gay village who were able to attend a boarding school for ethnic minorities established by Ninh Thuan province in the mountainous area of Ninh Son district and is the first Raglay person in the village to study up to grade 6. Therefore, more than anyone else, he understands the importance of knowledge and tries his best to promote education for the next generation. With the spirit of party members going first, despite the difficulties of life, he and his wife still try their best to let their four children study fully, following the light of the Party, of which the youngest daughter is the one with the highest education. He proudly told us: "My daughter's name is Cao Thi Binh Dang, she is studying in her first year at Da Lat University".

Looking back at the Raglay people's journey down the mountain to achieve today's development, Mr. Den said that it was thanks to the attention of the Party and the State, in which the Party played a leading role, specifically the Raglay village Party Cell established in the years after the Liberation of the South and National Reunification Day (1975) with Mr. Lam Van Hung as Secretary. It was the pioneering Party members who, together with the Border Guard, overcame difficulties, made efforts to teach literacy and treat the Raglay people, mobilized people to eliminate bad customs in funerals, abandon the custom of demanding high dowry, mobilized people not to marry early, abandon the habit of not making birth certificates for children and not registering marriages.

Taking a sip of tea, Mr. Den recalled: “I joined the Party in 1996, at that time there were only 5 people. I became the temporary Party cell secretary in 1998, officially in 2000. At that time there were 8 Party members.” Party development work among the Raglay people has always been of interest to dedicated people like Mr. Den, but it has also encountered many difficulties.

Comrade Dao Quoc Thang, Deputy Chief of Office of Vinh Hai Commune Party Committee, said: “Vinh Hai Commune has two Raglay ethnic minority villages with a population of over 700 people. The people’s education level is still low, so mobilizing children to go to school and developing the Party is also a difficult problem. Some people go to work in the provinces after finishing university or college. The rest learn a trade, join the military and then go to find jobs far away, so we face many difficulties in developing Party members. However, the local Party Committee and government always strive to fulfill the targets for developing Party members.”

Difficulty does not mean giving up, devoted sons of the Raglay people like Mr. Cao Van Den have promoted the pioneering spirit, set an example, spread, and lit up the "fire" of the Party in Cau Gay. "Party members must go first, must set an example for the people to follow and do the same. Therefore, I have encouraged my children to participate in implementing the Party's guidelines and policies, including continuing to participate in activities in the Party cell. My eldest son joined the Party in 2017. My second son joined the Party in 2018. In the past few years, we have had the masses go to learn about the Party's sympathy to create a source for developing Party members," Mr. Den excitedly said.

Many measures to improve the leadership quality of party cells

Determining that Party development work is of special importance to the development of the Raglay community, the Vinh Hai Commune Party Committee has implemented many specific solutions. In particular, since 2019, the Commune Party Committee has increased the number of Party members who are commune officials to participate in activities at the two Party cells of Cau Gay and Da Hang villages (Vinh Hai Commune) to enhance the role of the Party cells and the quality of leadership of the masses in economic, cultural and social development.

Comrade Dao Quoc Thang said: “Due to the low educational level of the people in Cau Gay and Da Hang villages, the Commune Party Committee assigned a number of Party members who are commune officials to these two villages to strengthen their grasp of the situation as well as provide additional guidance and advice to the Party cell, then the village management board, the Fatherland Front, mass organizations and the people in the village to promptly grasp the Party's guidelines and policies, and the State's policies and laws. The Cau Gay and Da Hang village Party cells each have more than 10 Party members, of which the Raglay Party members account for about 2/3”.

Accompanying the two Party cells of Cau Gay and Da Hang villages are also green-uniformed party members from Vinh Hai Border Guard Station. They also participate in activities and contribute ideas to build the Party cell. Captain Hoang Van Viem, Deputy Head of the Mass Mobilization Team of Vinh Hai Border Guard Station, currently participating in activities at Cau Gay village Party cell, shared: “I have participated in activities at Cau Gay village Party cell since 2021. I participate in contributing ideas to build the Party cell as well as help and guide the Party cell so that the village can implement the above-mentioned policies on socio-economic development and comply with the provisions of law in my village. Currently, the Party cell and the locality are paying great attention to Party development work. The goal is to develop 1-2 Party members each year.”

The companionship of border party members and the support and guidance of the Vinh Hai Commune Party Committee, together with the efforts of the Raglai party members themselves, have brought about the first results in the quality of activities as well as the quality of staff work and orientation of the Party cell being improved, as commented by Captain Hoang Van Viem: “Currently, the activities of the Cau Gay Village Party Cell have become regular, regular and on time. The staff work on drafting resolutions is in line with the instructions and resolutions of superiors as well as the actual situation in the locality. For example, last month's resolution was on economic development, focusing on livestock farming and developing local crops; the second is focusing on natural disaster prevention and control”.

At present, under the guidance of the Party and the dedication of Party members such as Mr. Cao Van Den, Captain Hoang Van Viem and the efforts of Raglay Party members, many policies, programs, projects and policies of the State for ethnic minorities have been effectively implemented, opening up a brighter future for the Raglay people.
