In this context, the seemingly simple question “Is this within my authority?” becomes a constant pressure, forcing officials to consult hundreds of pages of regulations while the workload continues to increase.

To support civil servants to "understand correctly and do correctly", Viettel Data and Artificial Intelligence Service Center ( Viettel AI) has coordinated with the National Digital Transformation Agency (Ministry of Science & Technology) to develop the Civil Servants Virtual Assistant (CBCC).

The CBCC virtual assistant allows users to look up work authority quickly and accurately, anytime, anywhere. Based on standardized data from 28 decrees covering 19 fields, the system supports looking up more than 2,700 different tasks. Users only need to type a simple question, the system will immediately provide the right answer, with references to related legal documents, without having to spend time filtering like when using traditional search engines.

Virtual assistant for civil servants provides accurate answers with citations of relevant legal documents.

For example, if you want to find information about the commune level's responsibilities in managing vaccinations locally, using search engines will yield nearly 2 million results with different contents, without a clear and accurate answer according to legal regulations. Meanwhile, the CBCC Virtual Assistant provides answers that are focused with citations of relevant legal documents.

In the coming time, CBCC Virtual Assistant will continue to update more content from new legal documents, expand the scope of support for administrative procedure lookup, legal Q&A, data and index management, and even support automation of procedural tasks.

According to Viettel AI representative, this virtual assistant is currently for local civil servants. Users can go to trolyaocanbocongchuc.dx.gov.vn to ask questions related to the field of decentralization, delegation of authority, and division of 2-level local authority.

Not only a search tool, CBCC Virtual Assistant is also an open platform towards building a digital ecosystem for administrative operations, contributing to creating a transparent, efficient and intelligent public service.
