Provincial People's Committees have the right to grant and revoke karaoke and discotheque business licenses.

According to Decree 148, the Provincial People's Committee has the authority to grant, adjust and revoke licenses for eligibility to operate karaoke services or discotheque services.

On November 13, the Government issued Decree No. 148 amending and supplementing a number of articles of Decree No. 54 of the Government regulating karaoke and discotheque business.

Regarding the conditions for karaoke service business, Decree No. 148 amends regulations on ensuring conditions for fire prevention and fighting, security and order.

In particular, karaoke and dance hall services must ensure conditions for fire prevention and fighting and security and order according to legal regulations.

The new Decree also adds the general responsibility of enterprises and business households when operating karaoke services and discotheque services to ensure compliance with the provisions of the National Technical Regulation on Fire Safety for Houses and Constructions issued together with Circular No. 06/2022 of the Minister of Construction .

At the same time, it is necessary to ensure standards, technical regulations, and regulations related to fire safety, load-bearing safety for houses and buildings, and fire prevention and fighting at karaoke and discotheque business establishments.

In case of organizing performing arts activities, it shall be implemented in accordance with the provisions of Decree No. 144/2020 of the Government regulating performing arts activities.

Decree No. 148 also amends and supplements regulations on the authority to grant, adjust and revoke licenses for eligibility to conduct karaoke services or discotheque services.

In particular, the Provincial People's Committee has the authority to grant, adjust and revoke the License for eligibility to operate karaoke services or discotheque services.

The Department of Culture, Sports and Tourism or the Department of Culture and Sports receives and manages records and business eligibility licenses under the licensing authority of the Provincial People's Committee.

Decentralization and authorization of procedures for granting, adjusting and revoking business eligibility certificates in accordance with the provisions of law on local government organization.
