On February 13, a video went viral on social media recording the image of a group of young men riding motorbikes without helmets and holding burning flares, causing chaos on the street.

According to the video, a group of young men carrying flares emitting smoke ran across a road with many vehicles. When the police discovered the incident, they tried to stop the group of young men, so they turned around and ran away.

The above incident is said to have occurred in Yen Dinh town, Hai Hau district, Nam Dinh province.

The leader of Hai Hau District Police, Nam Dinh Province said that the district police are verifying and clarifying the above video and will strictly handle the case.
