At the time, the center had about 5,000 people and the chaotic evacuation process left 151 people trapped. In addition, a panicked driver drove his car into a basement pillar and became trapped.
The local fire prevention force deployed rescue, guided evacuation, extinguished the fire on the spot and called 114. Hue City Police mobilized forces to the scene to coordinate fire fighting and rescue and reported to the Chairman of Hue City People's Committee to mobilize more forces to extinguish the fire as well as rescue the victims.
