TPO - The National Assembly allows the head of the competent authority to consider and decide on the appointment of contractors during the project implementation process for consulting packages, compensation, support and resettlement packages.
On the morning of June 28, with 464/469 National Assembly deputies (95.47%) in favor, the National Assembly passed a Resolution on the investment policy for the North-South Expressway construction project in the West, Gia Nghia (Dak Nong) - Chon Thanh ( Binh Phuoc ) section.
Accordingly, this expressway is invested about 128.8 km, divided into 5 component projects. Of which, component project 1 is invested under the public-private partnership method, build-operate-transfer (BOT) contract type.

The National Assembly decided that the total investment of the project is 25,540 billion VND, of which the central budget capital is more than 10,500 billion VND; the local budget capital is more than 2,200 billion VND and 12,770 billion VND is capital arranged by the investor.
Regarding the time, the project will be implemented from 2024, basically completed in 2026, and put into operation in 2027. This highway will apply advanced and modern technologies, ensuring safety, synchronization, quality and efficiency requirements.
In addition, the National Assembly also decided to apply many special mechanisms and policies to this project, such as: Allowing to extend the disbursement time of capital allocated from increased revenue sources and regular expenditure savings of the central budget in 2022 to implement the project until the end of 2026.
The National Assembly also allows the head of the competent authority to consider and decide on the appointment of contractors during the project implementation process for consulting packages, compensation, support and resettlement packages.
During the project implementation phase, the National Assembly allows the construction contractor to not have to carry out the procedures for granting a license to exploit minerals for common construction materials included in the Construction Materials Survey Dossier. The exploitation of minerals specified in this clause shall be carried out until the project is completed…
Previously, in the report on acceptance and explanation of the project investment policy, Chairman of the Economic Committee Vu Hong Thanh said that there were opinions that investing in a 2-lane scale for the 2km section connecting Gia Nghia - Chon Thanh expressway to Ho Chi Minh road, Chon Thanh - Duc Hoa section, would create a "bottleneck" in traffic, causing congestion and traffic safety. Therefore, it was proposed to consider investing in the connecting section with a scale of 4 lanes.
Accepting this, the Government has adjusted the draft Resolution in the direction of synchronously investing in the entire project on a scale of 4 complete lanes and using the project's contingency costs to ensure that the total project investment is not increased.
