Provincial Party Secretary Hau A Lenh works with Chiem Hoa Commune Party Committee

On the morning of July 15, Working Group No. 1 of the Provincial Party Standing Committee led by Comrade Hau A Lenh, Member of the Party Central Committee, Secretary of the Provincial Party Committee, had a working session with the Party Committee of Chiem Hoa commune after the merger.

Provincial Party Secretary Hau A Lenh visited officers and soldiers of the Defense Command of Defense Zone 4, Chiem Hoa.

Joining the delegation were comrades: Nguyen Hong Trang, member of the Provincial Party Standing Committee, Permanent Deputy Secretary of the Party Committee of the provincial Party agencies; Nguyen Manh Tuan, member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee; comrades of the Provincial Party Executive Committee in charge of and monitoring the Chiem Hoa Commune Party Committee; Standing members of the Provincial People's Council, People's Committee, and Fatherland Front Committee; leaders and representatives of the Provincial Party Inspection Committee, the Provincial Military Command, the Department of Finance, the Department of Home Affairs, and the Provincial Party Office.

Provincial Party Secretary Hau A Lenh inspected the work of ensuring national defense, security, and building defense zones at the Command of Defense Zone 4, Chiem Hoa.

Chiem Hoa commune was established on the basis of merging 5 administrative units including Xuan Quang, Ngoc Hoi, Trung Hoa, Phuc Thinh communes and Vinh Loc town. The whole commune has 8,081 households, 30,630 people, with 15 ethnic groups living in 60 villages; of which the Tay ethnic group accounts for the majority with 52.6%, the Kinh ethnic group accounts for 37.2%; the rest are other ethnic groups.

Chiem Hoa Commune Party Committee was established under the Decision of the Executive Committee of Tuyen Quang Provincial Party Committee, with 96 subordinate Party organizations and 2,139 Party members. The Executive Committee of the Commune Party Committee has established 6 subordinate grassroots Party cells, including: Grassroots Party cells of Party agencies; Grassroots Party cells of the People's Committee; Grassroots Party cells of the Center for Vocational Education - Continuing Education; Grassroots Party cells of the Center for Land Fund Development; Commune Police Party cells , Commune Military Party cells.

The process of implementing the merger of commune-level administrative units in Chiem Hoa commune has initially achieved many remarkable results: The organizational apparatus has initially operated stably. The arrangement and reassignment of the staff and civil servants has been carried out reasonably, in accordance with the capacity and qualifications of each individual. In particular, the staff have shown a high sense of responsibility, proactively accepted new tasks, and quickly adapted to the new organizational structure. The public and the people have responded, highly agreed, and expected that the new administrative apparatus after the merger will operate effectively, meeting the development requirements of the commune in the new period.

Provincial Party Secretary Hau A Lenh visited and encouraged union members to support people in performing administrative procedures in the digital environment.

Leaders of Chiem Hoa commune also pointed out difficulties and problems, especially in the field of public administration. The connection of information and data with national common data or software has not updated commune names and data; leaders, cadres and civil servants have not been granted identification accounts and digital signatures to perform their duties; the digital skills of some cadres and civil servants are still limited; low-configuration equipment does not meet the requirements of work in the network environment.

After listening to the report, opinions discussed at the working session and through the actual inspection, concluding the working session, Secretary of the Provincial Party Committee Hau A Lenh highly appreciated the proactiveness, determination and creativity of Chiem Hoa commune to quickly put the apparatus into operation in accordance with the instructions of the central government and the province. At the same time, he shared the difficulties and limitations that Chiem Hoa commune encountered in the process of implementing the 2-level local government model.

Provincial Party Secretary Hau A Lenh delivered a concluding speech at the meeting.

The Provincial Party Secretary emphasized that the arrangement and streamlining of the apparatus to operate effectively and efficiently to best serve the people and businesses is a major policy of the Party and State, which requires the pioneering dedication and sacrifice of personal interests of cadres and party members in the arrangement of the apparatus and cadres.

He suggested that the staff of Chiem Hoa commune need to be brave, dynamic, creative, and dare to take responsibility to perform well a number of tasks: Party Committee, People's Council, People's Committee, Fatherland Front Committee and mass organizations, based on their functions and tasks, review the central and provincial directives to organize implementation close to reality, especially issues related to the interests of people and businesses; at the same time, detect inadequacies to advise and propose to superiors for direction and solutions.

Strengthen propaganda work, grasp public opinion and people's thoughts on the 2-level local government model, have a mechanism for people to contribute ideas and supervise. Continue to improve and reorganize the apparatus appropriately, promote the role of the leader, work in the spirit of "no work, no time".
