On the morning of August 1, in Hanoi, Senior Lieutenant General Hoang Xuan Chien, member of the Party Central Committee, member of the Central Military Commission, Deputy Minister of National Defense chaired an inspection and worked with the Ho Chi Minh Mausoleum Command on the progress of the project "Investment in building infrastructure to serve the reception and propaganda work of the Ho Chi Minh Mausoleum Management Board".
According to Decision No. 2583/QD-BQP dated June 9, 2025 of the Minister of National Defense approving the urgent public investment project "Investment in construction of infrastructure serving the reception and propaganda work of the Ho Chi Minh Mausoleum Management Board", the investor is the Ho Chi Minh Mausoleum Command.
Contractors participating in the project implementation include: Design Consulting, Surveying and Mapping Joint Stock Company providing topographic survey and current status measurement consultancy; Design Consulting and Construction Investment One Member Co., Ltd. - Ministry of National Defense (Design Institute, General Department of Logistics - Engineering, Ministry of National Defense) providing consultancy on preparing the Feasibility Study Report on construction investment and designing construction drawings and estimates; Thanh An 191 Consulting Company - Thanh An Corporation (Army Corps 11) providing consultancy on project appraisal, appraisal of construction drawing design and estimates, and consultancy on contractor selection; KDG Vietnam Auditing Company Limited providing auditing consultancy; Truong Son Construction Corporation - Army Corps 12 providing construction and equipment installation consultancy; Defense Project Design and Survey Consulting Center (under the Engineering Corps, Ministry of National Defense) providing consultancy on construction supervision and equipment installation.
The project aims to complete the grass plots south of Ba Dinh Square to ensure the architectural landscape of the Ho Chi Minh Mausoleum and Ba Dinh Square; enhance the architectural aesthetics and solemnity of the Mausoleum; contribute to providing thoughtful and safe service to the people and international visitors visiting President Ho Chi Minh and participating in activities at Ba Dinh Square.
The project started construction on June 9, 2025, including the following items: Demolition of 4 villas in the area south of Ba Dinh Square; expansion of 4 rows of grass plots to the south of Ba Dinh Square's grass field; construction of security fences on Doc Lap Street and Chua Mot Cot Street; construction and addition of information, radio and television systems in the area south of Ba Dinh Square; construction and addition of automatic sprinkler irrigation systems, manual irrigation and drainage systems in the expanded grass plot area, the area adjacent to existing grass plots; installation of lighting systems for roads, grass fields, sidewalks, and chandeliers; pouring concrete and treating the surface of Hung Vuong Street expansion, making gravel sidewalks and walking paths.
Up to now, the project has completed all work items according to the design, ensuring quality and meeting the progress as directed by the Head of the Ministry of National Defense. In the coming time, the unit will focus on completing the project documents; continue to monitor, maintain the project, and take care of the lawn to ensure the A80 and post-A80 tasks; carry out payment, settlement and final settlement of the project.
Concluding the inspection, Senior Lieutenant General Hoang Xuan Chien acknowledged, commended and highly appreciated the agencies and units for urgently and resolutely completing the project with 7 items, and requested the agencies and units to continue to supplement and complete the details of the items; continue to care for and maintain the grass, and improve the surrounding landscape.
Senior Lieutenant General Hoang Xuan Chien requested that the Ho Chi Minh Mausoleum Command establish a regular system, strengthen absolute security protection for the project; organize acceptance, completion, settlement, and report to the Ministry of National Defense according to regulations; carry out well the emulation and reward work, and motivate officers, employees, and workers directly performing their tasks.
