Speeding up investment progress in building Vietnam's coastal road system

The Government Office has just issued Document No. 6524/VPCP-CN conveying the direction of Deputy Prime Minister Tran Hong Ha on accelerating the investment progress in building the coastal road system.

Considering the proposal of the Ministry of Construction on the investment situation in building the coastal road system in Vietnam, Deputy Prime Minister Tran Hong Ha requested the provinces and cities: Ho Chi Minh City, Da Nang, Hue, Ninh Binh, Thanh Hoa, Nghe An, Gia Lai, An Giang, Ca Mau which are implementing projects with plans to complete in 2025 to speed up the project progress to soon complete and put into operation.

The provinces and cities: Ho Chi Minh City, Hai Phong, Hung Yen, Thanh Hoa, Quang Tri, Quang Ngai, Gia Lai, Dak Lak, Khanh Hoa, Lam Dong, Vinh Long, Dong Thap, An Giang, Ca Mau are implementing projects with plans to be completed after 2025 and projects in preparation for investment (especially ODA projects) continue to accelerate investment preparation and construction to complete in the period of 2026 - 2030.

The Deputy Prime Minister requested the Ministry of Construction to synthesize, monitor, grasp the situation, proactively urge localities in the process of performing tasks; promptly report to competent authorities to remove difficulties and obstacles if any.

According to the report of the Ministry of Construction, the coastal road has been oriented in the road network planning, with a total length of 2,838 km, the minimum scale of a grade III or IV road. The route of the coastal road is formed on the basis of combining national highways (about 623 km in the road network planning) and local roads (about 2,215 km in the provincial planning).

The coastal road is not part of the national highway system (except for sections that overlap national highways and expressways), so according to the regulations on roads, state budget, and competent localities, they have the authority to plan, manage, invest, and maintain the coastal road.

As of June 2025, about 1,397 km have been put into operation nationwide (including 595 km of sections overlapping national highways; 802 km of sections overlapping local roads). Currently, localities are constructing about 633 km, with an expected completion of about 239 km in 2025 and about 394 km after 2025.
