The number of tourists is increasing, why is the space in the center of Saigon still empty?

According to the Ho Chi Minh City Department of Tourism , in the first 6 months of 2023, international visitors to the city reached about 2 million, an increase of 306% over the same period in 2022; domestic visitors were about 16.4 million, an increase of 48% over the same period.

Total tourism revenue in the first 6 months of 2023 is estimated at nearly VND 81,000 billion, up 62.7% over the same period in 2022 and reaching 50.5% of the 2023 plan. Meanwhile, according to the Ho Chi Minh City Statistics Office, the gross regional domestic product (GRDP) in the second quarter of 2023 increased by 5.87%, much higher than the increase of only 0.7% in the first quarter of 2023. It is estimated that GRDP in the first 6 months of 2023 increased by 3.55% over the same period.
