New draft law does not require motorbikes to be equipped with journey monitoring

On the afternoon of November 29, speaking with VietNamNet reporter , Major General Nguyen Van Minh - Deputy Director of the Traffic Police Department ( Ministry of Public Security ) affirmed that the draft Law on Road Traffic Order and Safety does not require motorbikes, motorbikes and personal cars to install journey monitoring devices.

According to Major General Nguyen Van Minh, Article 33 of the draft Law states: "Motor vehicles and specialized motorbikes participating in traffic must be equipped with journey monitoring devices; devices to collect images and data of the driver; data and images to ensure journey safety according to regulations".

The Deputy Director of the Traffic Police Department also said that the draft Law encourages the installation of journey monitoring devices for private cars. This creates favorable conditions for people and businesses in the process of participating in road traffic and strengthens state management of social order and safety and traffic safety.

"Installing this device is to support safe driving as well as avoid unfortunate risks that may occur. Support to resolve legal issues arising in the event of collisions, traffic accidents, record images, incidents occurring on the road.

In addition, drivers can prove right or wrong in unexpected situations on the road, save evidence when someone damages their vehicle or someone else's. At the same time, provide it to the authorities for handling, contributing to protecting the health and safety of drivers and others," Major General Nguyen Van Minh emphasized.

Mandatory installation of travel devices for commercial transport vehicles

Major General Nguyen Van Minh said that transport vehicles, especially passenger transport vehicles, should be considered a special subject in ensuring traffic order and safety. Because if an accident occurs, it will cause particularly serious consequences to people's lives.

The Deputy Director of the Traffic Police Department cited statistics from the Ministry of Public Security, showing that traffic accidents involving commercial transport vehicles account for nearly 40% of the total number of cases. Of these, many accidents involving commercial passenger transport vehicles have caused major casualties.

Like the bus accident on September 30 in Dong Nai that killed 4 people and injured 5. Then, on October 31 in Lang Son, a bus accident killed 5 people and injured 9.

"We cannot be indifferent to the reality of these extremely tragic traffic accidents," Major General Nguyen Van Minh emphasized.

According to Major General Minh, in order to minimize accidents involving these vehicles, authorities have required the installation of journey monitoring devices (according to Decree No. 10/2020/ND-CP) to monitor violations by drivers, passengers, and road transport violations.

However, the current problem is that the journey monitoring data has not been used effectively due to the separation and lack of data connection with the force directly ensuring traffic safety and order. Therefore, many bus companies have violated many times in a short period of time, in some cases speeding more than 300 times/month but have not been handled or prevented in time.

"If there was real-time monitoring of transport vehicles, we believe that we could have prevented many tragic accidents involving passenger cars like the recent ones. Therefore, I strongly agree with the need to stipulate that transport vehicles must have a journey monitoring device in the draft Law," said Major General Minh.
