Universal education and illiteracy eradication are major policies of the Party and State to improve people's knowledge and train human resources for the development of the homeland and the country. In order for the general universal education goal, and primary universal education in particular, to be implemented according to the plan and roadmap, in addition to advising the province to direct localities to establish and regularly improve the universal education steering committees at all levels, the provincial education sector has directed schools to develop plans to implement universal education tasks for each school year. In which, focusing on implementing solutions such as: Maintaining student numbers, propagating and mobilizing students at risk of dropping out to continue studying, students who have dropped out of school to return to class; actively advising local authorities as well as mobilizing socialized education to invest in building and supplementing facilities, teaching equipment and constantly standardizing the qualifications of teachers. At the same time, pay attention to implementing well the policies and regimes for teachers and students... From this approach, primary education PCGD work in the whole province has achieved many remarkable results.
In Quang Phu ward, the network of schools and equipment serving teaching and learning at all three levels in general and primary school in particular are all planned and invested synchronously to meet the requirements of teaching and learning as well as PCGD work. Teacher Nguyen Thi Thanh, Principal of Quang Tam Primary School, Quang Phu Ward, said: “Implementing the PCGD policy, the school has soon completed the PCGD work for primary schools at the right age. Notably, since 2014, the school has been recognized as PCGD level 3. To achieve this result, in addition to propaganda work to raise awareness among all classes of people about the effectiveness and role of PCGD in general, and PCGD for primary schools in particular, the school always pays attention to improving the quality of education; advising local authorities to increase investment in facilities to meet teaching and learning requirements. In the past 3 school years, the school has invested in many important educational items such as classrooms, functional rooms, schoolyards, modern libraries, etc. This is both a criterion for the school to achieve level 3 quality accreditation, to be recognized as a school that meets national standards level 2, and an important foundation for the school to maintain the PCGD level 3 results. Over the years, the school has always maintained a high level of Number of students, no students drop out of school; the rate of 6-year-old children, including disabled children entering grade 1 every year is 100%...”.
Similarly, schools in Nam Sam Son ward, Tinh Gia ward, Linh Toai commune... have also closely coordinated with organizations, associations, and unions to do a good job of propaganda to raise awareness and responsibility for cadres, party members, and people about primary education, and mobilize people to send their children to school. Local authorities have paid attention to investing in facilities, teaching equipment, and mobilizing resources for education investment. According to statistics, in recent years, the rate of 6-year-old children entering grade 1 in the above localities has always reached 100%; the number of students has always been maintained at 100%, and no students of school age have dropped out. These are numbers that ensure the criteria for primary education level 3.
It is known that since December 1997, Thanh Hoa has met the national standards for primary education and illiteracy eradication; in December 2004, it was recognized as a province that met the standards for primary education at the right age; in December 2010, it was recognized as meeting the standards for primary education at the right age at level 1. In 2015, it was recognized as meeting the standards for primary education at level 2 and in 2018, the Ministry of Education and Training issued a decision to recognize Thanh Hoa province as meeting the standards for primary education at level 3 - the highest level of universalization currently.
To maintain and sustain this result, the task identified by the provincial education sector in the coming time is to continue to strengthen propaganda work to raise awareness among all classes of people about the role and position of universal education and illiteracy eradication work in improving people's knowledge and training human resources to meet the cause of industrialization and modernization of the homeland and country. Strengthen the leadership and direction of Party committees and authorities at all levels in universal education and illiteracy eradication work. Pay attention to building a team of teachers with sufficient quantity and standardized qualifications to meet the requirements of general education innovation; at the same time, focus on investing in school facilities and equipment to meet the requirements of teaching and learning as well as the goal of fundamental and comprehensive education innovation.
