Despite having only a short time left in office, Japanese Prime Minister Kishida Fumio has decided to plan a visit to South Korea in early September to hold talks with President Yoon Suk Yeol.

Coming to power when Japan-Korea relations were always tense, Mr. Kishida Fumio made great efforts with the South Korean leader to resolve many disagreements related to the period of Japan's occupation of the Korean Peninsula during the period 1910-1945 as well as trade disputes.

As a result, the two countries agreed to resume “shuttle diplomacy” and restore visits by high-ranking leaders. The Japan-Korea Security Dialogue and Economic Dialogue were reorganized, and cooperation between the two governments and the private sector was strengthened, helping the two countries maintain their role as major trading partners.

In March 2023, President Yoon Suk-yeol visited Japan for two days for the first time in 12 years. Two months later, South Korea sent experts to assist Japan in treating contaminated wastewater at the Fukushima Daiichi nuclear power plant.

Improving Japan-Korea relations has become a clear diplomatic mark during Mr. Kishida’s three years in office. In that direction, with his planned visit to Seoul from September 6-7, Mr. Kishida not only aims to strengthen, but also wants to affirm that the normalization of Japan-Korea relations has become a clear and steady trend.

During the visit, the two sides are expected to promote “forward-looking” cooperation in the economic and security fields, as well as enhance cultural exchanges, especially in the context that in 2025, Japan and South Korea will celebrate the 60th anniversary of normalization of relations.

This meeting in Seoul is Mr. Kishida's farewell to Mr. Yoon, who not only built a friendly personal relationship, but also created a turning point in Japan-Korea relations. Mr. Kishida's mission will end, but his mark will remain.
