On the evening of August 4, Prime Minister Pham Minh Chinh, Head of the National Steering Committee for the implementation of Resolution No. 68-NQ/TW of the Politburo on private economic development, chaired the first meeting of the Steering Committee.
The reports and opinions at the meeting assessed Resolution No. 68-NQ/TW on private economic development as one of the four Resolutions of the Politburo that are "pillars" for the country's development in the coming time. The Resolutions of the Politburo, the National Assembly, and the Government have been synchronous, complete, organized, implemented drastically, synchronously, methodically, scientifically, and received special attention and strong support from the whole society, Associations, Vietnamese enterprises, and international public opinion.
Hanoi: Officials need to change the way they behave with businesses
Speaking at the meeting, Chairman of the Hanoi People's Committee Tran Sy Thanh said: A worrying situation is that a number of officials and civil servants have a mentality of avoiding and shirking responsibility, are afraid of making mistakes and do not dare to do anything, leading to delays in public service activities and reducing the trust of people and businesses. This situation is evident in many areas, including the settlement of administrative procedures for businesses, causing significant impacts on the investment and business environment.
"Subjectively, due to the way of behaving in our administrative system, there are places where officials are very afraid of contacting businesses, even not responding to text messages, not answering phone calls, not being able to register to meet. So how can we know where businesses are having difficulties, what problems they are facing, how can we have information to solve for them?", said Mr. Tran Sy Thanh.
Chairman of the Hanoi People's Committee Tran Sy Thanh said that the attitude towards businesses is the most fundamental issue that needs to change. In addition to continuing to focus on perfecting the law, the way officials behave must be such that people regain their trust. Officials need to be ready to contact businesses and listen to their difficulties.
Hanoi City has recently taken specific actions to "stand side by side with" businesses by issuing many policies to support small and medium-sized enterprises, especially in the period of 2026-2030, with support programs on training, consulting and startups, implementing focused promotional programs to stimulate domestic demand and support businesses to increase total retail sales.
In the first 6 months of 2025, Hanoi supported the establishment of more than 13,000 new businesses and supported thousands of others in digital transformation. Training courses on business start-ups and digital transformation were also organized, with a special focus on women-owned businesses.

HCMC: Focusing on removing obstacles for hundreds of projects in the area
Mr. Nguyen Loc Ha, Member of the Standing Committee of the City Party Committee, Vice Chairman of the Ho Chi Minh City People's Committee said: Implementing Resolution 68 of the Government in the spirit of 6 clear "clear people, clear work, clear time, clear responsibility, clear products, clear results", Ho Chi Minh City has focused on 4 key tasks.
The first is to promote administrative procedure reform to support businesses. Currently, Ho Chi Minh City has reduced 30-50% of the time to handle administrative procedures. In particular, after merging all 168 wards and communes, 100% of online public service procedures have been completed on the National Information Portal and a list of 1,882 administrative procedures at the department level and 1,144 lists at the commune and ward level have been issued without paperwork.
Regarding policies, Ho Chi Minh City has maintained, supplemented, and focused resources on policies to support businesses such as: personal income tax exemption policy, corporate income tax exemption for innovative start-up activities; and policies to support households affected by projects.
In particular, Ho Chi Minh City has an interest rate support program for businesses investing in the following fields: industry, high technology, supporting industry, information technology, biotechnology, high-tech agriculture and food industry.
To enhance business confidence in the system, Ho Chi Minh City has recently established a special task force to review and remove obstacles and difficulties for key projects. Currently, Ho Chi Minh City has removed obstacles for 86/571 projects with a total value of over VND420,000 billion, with a total area of 1,200 hectares.
In addition, in Ho Chi Minh City, there are 838 projects and land plots with outstanding problems. Of these, 60 projects and works are under the jurisdiction of the Central Government, and 778 projects and works are under the jurisdiction of Ho Chi Minh City. This year, Ho Chi Minh City has determined to resolve 100% of the projects that are currently stuck under the jurisdiction of Ho Chi Minh City and 50% of the projects that are stuck under the jurisdiction of the Central Government.
Lieutenant General Le Quoc Hung, Deputy Minister of Public Security, shared: The local police force is currently organized into two levels: provincial level and commune level. Of which, the commune level is closest to the people, closest to businesses and is also the place where administrative procedures related to the people need to be changed. Therefore, the police force always focuses its efforts on fighting against economic crimes such as counterfeit goods, fake goods, and smuggling to protect a healthy business environment.
The police force has been making efforts to change its mindset, eliminate unnecessary procedures, especially "sub-licenses" that cause difficulties for private enterprises. The goal is to reduce costs and time for people and businesses, moving towards handling 100% of administrative procedures online.
In addition, the Ministry of Public Security plays a role as a provider of important data, such as national population data, so that other sectors, including the private economic sector, can access and use it, contributing to promoting the digital economy.
In particular, Deputy Minister Le Quoc Hung emphasized the need to clearly distinguish between administrative, civil and criminal issues. Accordingly, violations will be given priority in handling with civil or administrative measures, only cases with clear signs of crime will be handled criminally, in order to create trust for businesses. This is a very big and important issue, requiring the police force to change its awareness and spread it to the people and businesses. By doing this, people will have confidence and peace of mind in developing the economy, promoting Resolution 68 to truly come into life.
Many associations and businesses have assessed that Resolution No. 68-NQ/TW has truly aroused the entrepreneurial spirit, helping businesses feel encouraged, accompanied and listened to. The spirit of starting a business and establishing a career is high with the number of newly established businesses and business households returning to operation increasing to the highest level ever, the wave of startups is increasing strongly.
In particular, June 2025 recorded a historic milestone when the number of newly established enterprises reached more than 24.4 thousand, an increase of 60.5% over the same period in 2024, twice as high as the average level in the period 2021 - 2024. In July 2025, the whole country had more than 16.5 thousand registered enterprises, bringing the total number of enterprises established in the first 7 months of the year to 107.7 thousand, an increase of 10.6%; the additional capital of operating enterprises reached more than 2.4 million billion VND, an increase of more than 186% over the same period in 2024.
