Bac Ninh: Strengthening construction order management in industrial park suburbs

BAC NINH - Along with the development of industrial parks, some adjacent localities in Bac Ninh province are becoming "hot spots" in construction. Housing construction activities are increasing, meeting the needs of commercial and service development of people and workers, but raising the issue of the need to strengthen construction order management.

Implementing the two-level local government model, the responsibility for managing construction order is transferred from the district level to the grassroots government. This is an important step forward in decentralization but also a big challenge for localities.

Housing construction activities in My Dien 2 neighborhood.

Nenh Ward has an area of nearly 36 km2 and a population of more than 55,000 people. Mr. Vu Van Hong, Vice Chairman of Nenh Ward People's Committee said: "The locality borders 4 industrial parks including: Quang Chau, Van Trung, Dinh Tram, Viet Han, so the construction density is quite high. Since its establishment, the ward has maintained good construction order management. Inspection and grasping of the area have been seriously implemented by professional staff". The initiative has helped Nenh Ward quickly stabilize and establish order in construction order management activities. In July 2025, Nenh Ward issued 10 licenses and inspected 31 construction works under construction. Thereby, 6 illegal construction works were discovered in the residential groups: Van Coc, My Dien 1, My Dien 2... The authorities drew up a record and requested to stop construction promptly. Through mobilization work, households voluntarily adjusted and demolished the violating construction works.

Construction order management has been implemented synchronously in many other localities. In Nam Son ward - a locality bordering Nam Son - Hap Linh Industrial Park and Que Vo Industrial Park, the ward People's Committee promptly inspected, made records and mobilized people to voluntarily dismantle nearly 20 temporary structures in the Lim - Pha Lai Sub-project area and the Lam Trai area road corridor. In Yen Trung commune, bordering Yen Phong Industrial Park, the commune government administratively sanctioned 2 cases of construction order violations with a total fine of 90 million VND.

To strengthen the management of construction order, localities in the province have implemented many synchronous solutions. Promoting propaganda and dissemination of laws is considered a core solution to raise people's awareness. Mr. Man Van Lai, an expert of the Economic Department of Yen Trung commune, said: "The Department has advised the People's Committee of the commune to issue propaganda documents on regulations related to construction order, and organize broadcasting on loudspeakers twice a day on Saturday and Sunday every week."

Localities have recognized the importance of coordination between relevant forces. Currently, many places have been building coordination regulations between the police, urban order, the Fatherland Front and socio- political organizations. In particular, the establishment of Zalo groups, setting up hotlines between management agencies, party cell secretaries and village and residential group leaders has helped information to be exchanged quickly, promptly detecting and handling violations as soon as they arise. Units have actively supported people in carrying out administrative procedures for construction permits. Instead of just checking and imposing fines, communes and wards have proactively supported people in completing legal procedures. Mr. Than Van Thao, My Dien 2 residential group, Nenh ward shared: "My family is building a 5-storey house on an area of 72 m2 . During the implementation process, the functional units of the ward and residential group have supported and disseminated information about construction permit procedures, ensuring safety and environmental sanitation around."

In addition to the positive results, communes and wards where many industrial parks are concentrated are facing many difficulties. Currently, the team of officials specializing in construction order management is still small. Mr. Le Ngoc Tu, an official of the Economic, Infrastructure and Urban Department of Nenh Ward, said that the locality only has 2 officials in charge of this field in a fairly large area. The lack of human resources and means makes it difficult to maintain regular and continuous inspections. Meanwhile, the awareness of compliance of a part of the people with regulations on construction order management is not high. Taking advantage of the merger of new localities, some households deliberately build without permission. False information on social networks about not having to issue a construction permit also makes some people subjective and not comply with the inspection requests of officials. There are cases of evasion and failure to meet with officials during inspections... In addition, some investors in housing projects have not fulfilled their responsibilities in publicizing planning, providing house models and supervising construction, creating loopholes for violations.

Faced with the above reality, a representative of the Construction Management Department (Department of Construction) said: Through collecting information on personnel working in construction at the commune level, basically all wards have specialized construction staff, some wards have 3 or more staff. However, some communes do not have a staff specializing in this field or only have 1 staff. Thus, the human resources to perform the tasks of managing construction activities, planning, appraisal and granting construction permits are still lacking and weak, causing difficulties in the process of implementing the authority and tasks at the district level transferred to the commune level.

The Department has advised the Department's leaders to submit to the Provincial People's Committee to issue regulations on assignment and decentralization of construction investment project management, quality management, construction maintenance and construction order management in the province; develop a plan to guide communes in granting construction permits and exempting construction permits. Arrange staff to go to the grassroots to grasp and guide the implementation of state management tasks at the commune level in the direction of "holding hands and showing work". Regarding long-term solutions, the Department advised the Department's leaders to recommend the Provincial People's Committee to direct functional branches to study and allow communes to use personnel under professional contracts (work contracts). In the period of 2025-2027, to ensure state management requirements in the construction sector for communes expected to become wards, it is recommended to increase the number of construction engineers at units under the Department for localities...
