Pursuant to Decision No. 88/QD-TTg dated January 20, 2017 of the Prime Minister approving the Project to enhance management capacity and effectively enforce laws on copyright and related rights protection by 2020, with a vision to 2025, the People's Committee of Can Tho City issued Plan No. 73/KH-UBND dated May 5, 2017 to implement the Project to enhance management capacity and effectively enforce laws on copyright and related rights protection by 2020, with a vision to 2025 in Can Tho City.
In addition, in the period of 2017 - 2015, Can Tho City People's Committee also issued documents directing relevant departments and branches to strengthen the implementation of legal regulations on applying measures to prevent exported and imported goods that violate copyright and related rights laws, thereby achieving many positive results in enhancing management capacity and effectively enforcing laws on copyright and related rights protection by 2020, with a vision to 2025, in the locality.

Regarding human resources, 100% of the city's departments and agencies with fields related to copyright and related rights have assigned civil servants in charge, and the People's Committees of districts (now commune-level People's Committees) have assigned staff to be in charge of copyright and related rights. On average, each agency and unit has from 1 to 3 staff members in charge of this field, the number of staff members basically meeting the requirements of the tasks at the agencies and units.
The staff directly involved in the management and enforcement of copyright and related rights laws throughout the city regularly participate in training courses to improve their professional knowledge and skills organized by central and city agencies.
The dissemination of laws on copyright and related rights, and raising awareness, training on copyright and related rights have been given regular attention. In recent times, the city has organized and coordinated 75 training courses, 12 seminars and 01 conference for nearly 5,000 delegates with contents built from basic to advanced on intellectual property suitable for each target group, including content on copyright and related rights.
In addition, the city's Departments and Branches promptly organized conferences to disseminate the law, along with many documents to disseminate legal regulations on copyright and related rights to agencies, units, localities in the city and entities with business activities related to compliance with the law on copyright and related rights.
Currently, the Union of Literature and Arts Associations of Can Tho City is a merger of the Union of Literature and Arts Associations of Can Tho City (old), the Literature and Arts Association of Hau Giang Province (old) and the Literature and Arts Association of Soc Trang Province (old). The specialized Associations always encourage and mobilize members to increase their understanding and research through mass media, government and local information portals on the provisions of the Intellectual Property Law on copyright and related rights. Since then, authors who are members of the association creating literature and arts have paid attention and increased their understanding of the law on copyright and related rights so that when participating in literary and artistic activities, they can properly enforce the law, and some authors have registered copyright and related rights.
In 2022 and 2023, officials working in the field of intellectual property were invited to join the delegation of the Ministry of Science and Technology and the Department of Intellectual Property to work at a number of agencies and localities of the French Republic and the Republic of Korea to exchange and learn experiences, management models, and policy mechanisms in promoting innovation, intellectual property, and national intellectual property strategies. This not only promotes relations with partners but also provides an opportunity for officials to study and exchange professional experiences to meet the practical needs of state management in the field of intellectual property.
In addition, the Department of Culture, Sports and Tourism, relevant sectors and functional forces of the city develop a plan to regularly strengthen inspection and examination work, establish an interdisciplinary inspection team to inspect cultural and artistic activities, copyright and related rights annually. Recently, the functional sector has received and processed 03 requests to handle copyright violations.
Although the propaganda and dissemination of laws on copyright and related rights are regularly implemented in many forms, they have not yet achieved maximum effectiveness. Therefore, Can Tho City proposes that the Copyright Office build a database of applications and certificates of copyright and related rights protection to serve the management and information search work./.
