According to the draft Decree on casino business recently announced, the Ministry of Finance proposed a pilot program allowing Vietnamese people to play at casinos that meet specific regulations.
Vietnamese people will have to buy tickets at a price of 2.5 million VND/24 consecutive hours/person or 50 million VND/month/person.
At the same time, Vietnamese people must be 21 years of age or older and have full civil act capacity according to the provisions of law; not be subject to a family member with full civil act capacity, such as father, adoptive father, mother, adoptive mother, wife, husband, biological child, or the person himself/herself having a request from the casino business enterprise not to allow playing at the casino business location.
Vietnamese people who are allowed to enter the casino business are only allowed to use Vietnamese currency to exchange for conventional currency and are allowed to exchange conventional currency into Vietnamese currency in case of not playing all or winning prizes. Players are responsible before the law for the accuracy and honesty of the documents when presenting to the casino business to enter the casino.

In addition, casino businesses that are allowed to allow Vietnamese people to play on a pilot basis are responsible for checking, reviewing the completeness and keeping records and data as prescribed for a minimum period of 5 years from the date of allowing Vietnamese people to play in the casino to serve the management, supervision, inspection and examination of state management agencies.
Casino businesses that are allowed to allow Vietnamese people to play at casino business locations are responsible for collecting and separately accounting for revenue from entrance tickets; fully and accurately declaring the number of Vietnamese people buying tickets to play at the casino and paying all ticket sales into the state budget revenue account at the State Treasury at the same level as the tax authority directly managing the place where the casino business registers to declare taxes. The payment time is the same as the time of temporary payment of corporate income tax according to tax laws.
The draft also specifies a number of conditions for granting a casino project investment registration certificate when the enterprise has been approved in principle to implement a casino project; the casino project must be accompanied by a comprehensive service, tourism and entertainment complex. One of the conditions for granting a casino project investment registration certificate is a minimum investment capital of 2 billion USD.
The Ministry of Finance also proposed that casino businesses be responsible for installing 24/7 surveillance camera systems in all operating areas, including entry/exit areas, gaming floors, safes, currency exchange counters, and money control areas. Image data must be stored for at least 180 days and made available to regulatory agencies upon request.
In addition, according to the draft, all players must be issued with a personal electronic identification card, which integrates information on the validity period, access rights and basic personal information. This card will be a tool to control the flow of people in and out, count the number of games and ensure transparency in operations.
