On April 22, 1975, comrade Le Duan, on behalf of the Party Central Committee Politburo, sent a telegram from Hanoi to the Ho Chi Minh Campaign Command as follows: “The military and political opportunity to launch a general offensive on Saigon is ripe. We need to seize every day, promptly launch attacks on the enemy in all directions, without delay. If we delay, it will not be beneficial both politically and militarily. Timely action at this time is the surest guarantee for complete victory...”.
