That is the content of Decree 156/2025/ND-CP recently issued by the Government .
The Decree was signed on June 16 and will take effect from July 1, 2025, amending a number of articles of Decree 55/2015 and Decree 116/2018 on credit policies for agricultural and rural development. The amendment aims to meet the increasing demand for actual capital in agricultural production, in line with the policies of the Party and the State, and contribute to the achievement of socio -economic development goals.
Specifically, the unsecured loan limit for households and individuals has been increased from VND100-200 million to VND300 million. Business households and cooperatives can borrow up to VND500 million, up from the previous level of VND300 million. Farm owners can borrow up to VND3 billion (previously VND1-2 billion), while cooperatives and cooperative unions have their limit increased from VND1-3 billion to VND5 billion.
In addition, Decree 156/2025 also cuts many administrative procedures, such as removing the requirement to submit a certificate of land use rights not yet granted and land without disputes from the Commune People's Committee. Customers and credit institutions can freely agree on the submission of land use rights certificates during the unsecured loan period.
The Decree also adds preferential credit policies for organic agriculture and circular agriculture , creating conditions for access to capital similar to high-tech agriculture and joint production models. These contents are expected to promote the development of modern, sustainable agricultural models, in line with green development trends.
Increasing the loan limit without collateral up to hundreds of millions of VND is considered a breakthrough step, helping to unlock credit resources and provide practical support for the agricultural and rural sector, especially in the context of increasing material prices and production costs.
