At the Lam Dong Provincial People's Committee bridge, Member of the Provincial Party Standing Committee, Vice Chairman of Lam Dong Provincial People's Committee Le Trong Yen chaired with the participation of representatives of leaders and key officials of the Departments of Agriculture and Environment, Industry and Trade, Science and Technology, Finance, Construction, Home Affairs, Culture, Sports and Tourism, Ethnicity and Religion, and Justice.

Attending at the bridge point of the People's Committee of the commune, ward and Phu Quy special zone of Lam Dong province were also representatives of local leaders and specialized civil servants.
The training session was introduced by the leaders of the Legal Department, Ministry of Agriculture and Environment , and disseminated legal regulations on decentralization, delegation, and division of authority in the land sector; administrative procedures on decentralization, delegation, and division of authority in the agriculture and environment sectors. Thereby, exchanging, guiding, and answering proposals and recommendations on newly arising local issues.

It is known that the Ministry of Agriculture and Environment has reviewed, classified and clearly defined 141 authorities of the Government and the Prime Minister; 500 authorities of the Minister of Agriculture and Environment; and more than 1,000 authorities of local authorities in the fields of agriculture and environment.
Specifically, the Minister of Agriculture and Environment is assigned 171 tasks and authorities in the fields of cultivation and plant protection; animal husbandry and veterinary medicine; fisheries and fisheries control; forestry and forest protection; irrigation; processing quality and market development; water resources; geology and minerals; environment, nature conservation and biodiversity; hydrometeorology; seas and islands; surveying and mapping.

The Minister of Agriculture and Environment also delegated 171 powers and tasks to the Chairman of the Provincial People's Committee, mainly handling administrative procedures. The commune-level local government was delegated 11 powers and tasks by the provincial local government regarding forest allocation, forest leasing, and forest recovery, etc.
