Faced with the complicated developments of storm No. 3 (international name WIPHA), on July 19, Phu Tho Provincial Party Committee issued Official Dispatch No. 78-CV/TU to localities regarding response to the storm.

Phu Tho deploys response to storm No. 3

Currently, storm WIPHA has entered the northeastern sea of the North East Sea, becoming storm number 3 in 2025, the strongest wind near the storm center is level 9, gusting to level 12. It is forecasted that storm number 3 will continue to strengthen, the strongest wind at sea can reach level 13, gusting to level 14, level 15 in the coming days, moving quickly to the east of Leizhou peninsula (China) and the Gulf of Tonkin, with a very high possibility of directly affecting the sea and mainland of the North and North Central regions of our country, including Phu Tho province.

This is a storm that is forecast to be of strong intensity. In order to proactively respond to the storm and floods caused by the storm, the Standing Committee of the Provincial Party Committee requests the Secretary and Chairmen of the People's Committees of communes and wards to proactively organize and closely monitor forecast information and developments of the storm, rain and floods to promptly direct and deploy response work according to the "four on-site" motto according to assigned tasks and authority, not to be passive or surprised to ensure safety of life and minimize property damage to the people.

The Provincial Party Committee directs the Provincial People's Committee to proactively provide timely information and direct and guide communes, wards and people to respond to storms and floods based on the actual situation and the possibility of storms and floods in the province. In particular: Check and proactively take measures to ensure the safety of reservoirs and downstream areas; arrange a standing force ready to operate, regulate and handle situations; review and implement safety measures for tourism , aquaculture and fishing activities on rivers and lakes; prepare plans to evacuate people on rafts and aquaculture huts to safe places before being directly affected by the storm.

Localities develop plans and are ready to evacuate people from weak and unsafe houses; areas at risk of deep flooding, landslides, flash floods, especially along rivers, streams, and mountainous areas. Prepare measures to ensure safety, limit damage to houses, warehouses, offices, public works, industrial parks, factories, dikes; protect agricultural production, prevent flooding in urban areas and industrial parks.

Control and guide safe traffic, especially in culverts, overflows, deeply flooded areas, and fast-flowing water; prepare forces, materials, and means to handle incidents, ensuring smooth traffic on main traffic routes.
