Accordingly, the State Bank of Vietnam, Dien Bien Province Branch, and the Provincial Women's Union will coordinate to effectively implement the following contents: Continue to direct credit institutions and Women's Unions at all levels to implement the trust agreement in lending for agricultural and rural development according to Decree 55/2015/ND-CP and its amendments and supplements; lending to the poor and other policy beneficiaries; in which, focusing on women to have full access to the State's credit policies according to regulations. Coordinate to organize communications so that female cadres and members can access capital and improve their knowledge and skills in using banking and financial products and services. Focus on women in poor and near-poor households, women in difficult circumstances; women living in remote and isolated areas, ethnic minorities; small and medium enterprises, micro-enterprises owned by women, cooperatives with women's participation in management, and women's cooperatives. Thereby, contributing to limiting "black credit", avoiding risks for users of financial services.
The two sides agreed to annually review the implementation results to evaluate and adjust them to suit actual conditions; regularly exchange information and coordinate to remove obstacles in implementing the program's contents. Conduct preliminary and final evaluations of the results in the middle and at the end of each implementation phase.
Through the signing and implementation of the coordination program between the State Bank of Dien Bien province and the Provincial Women's Union, it will contribute to improving the operational efficiency of both sides, promoting the implementation of gender equality goals for women in the banking and finance sector. Strengthening the capacity of the Provincial Women's Union at all levels in implementing microfinance activities, creating conditions for women to access banking and financial services, serving production and business, increasing income and improving life.
