Removing obstacles in mineral management in Quang Nam

(QNO) - This morning, June 21, a working delegation from the Ministry of Agriculture and Environment led by Deputy Minister Tran Quy Kien had a working session with the People's Committee of Quang Nam province to remove difficulties and obstacles in state management of minerals.

Receiving and working with the delegation were Standing Vice Chairman of the Provincial People's Committee Phan Thai Binh and representatives of leaders of departments, branches and localities of Dai Loc, Duy Xuyen, Dien Ban and Nui Thanh.

Reporting at the meeting, Mr. Bui Ngoc Anh - Director of the Department of Agriculture and Environment said that the province currently has 44 areas licensed to exploit minerals for common construction materials in operation. Of these, 24 areas exploit stone with a total reserve of more than 25.7 million cubic meters; 8 areas exploit soil and sand for filling with more than 3 million cubic meters; 12 areas exploit sand and gravel with more than 970 thousand cubic meters.

Currently, there are 41 cases that won the auction for mineral exploitation rights and are completing documents and procedures for licensing exploration and exploitation; including 12 sand mines.

To stabilize the supply of construction materials, the Provincial People's Committee directed localities to urgently organize auctions of mineral exploitation rights in areas with approved plans. At the same time, review and propose areas that are eligible to continue auctioning, as a basis for granting mining licenses, and soon meet market demand.

The People's Committees of Dai Loc, Duy Xuyen districts and Dien Ban town urgently reviewed large-scale sand and gravel mines that have been planned, then proposed the Provincial People's Committee to approve the list of mineral exploitation investment projects, to be completed in June 2025.

At the meeting, Standing Vice Chairman of the Provincial People's Committee Phan Thai Binh, leaders of the Department of Agriculture and Environment and localities with large sand reserves reflected on some shortcomings in the implementation of legal policies on minerals, especially the irregularities in recent sand mine auctions. At the same time, they proposed solutions to stabilize sand prices and ensure the supply of construction materials in Quang Nam and Da Nang City.

Deputy Minister of Agriculture and Environment Tran Quy Kien highly appreciated Quang Nam for proactively reflecting and proposing hot issues on construction materials. The Ministry will accept the province's recommendations for consideration in the decree guiding the implementation of the 2024 Law on Geology and Minerals. In case it is not consistent with the current law, the Ministry of Agriculture and Environment will propose to include it in the Government's resolution, or propose to amend the law by the end of this year.

Deputy Minister Tran Quy Kien also noted that Quang Nam needs to learn from the recent sand mine auctions and develop a suitable plan in accordance with regulations. It is possible to refer to solutions from the Vietnam Geology and Minerals Department to improve the efficiency of construction material auctions.
