White cards are coming, will referees have more power?

The provisional suspension, which has been trialled in amateur leagues, could be extended to professional leagues. The International Football Association Board (IFAB) recommended this at its annual meeting in London on November 29.

The proposals that emerged from this meeting are still to be considered at the organization's annual general meeting in Glasgow, Scotland, in March 2024. This would be a notable novelty in world football. The IFAB, the body responsible for issuing the laws of the game, has recommended trialling temporary suspensions in professional football, a move aimed at curbing various errors in player behavior.

In 2017, IFAB confirmed the implementation of temporary disqualification measures, with the aim of reducing possible tensions on the pitch and improving fair play in amateur, youth, and disabled competitions, subject to the approval of each regional and national federation. In France, temporary disqualification, namely a white card for the offender and a 10-minute suspension, has been in effect since 2018 in amateur competitions.

Professional football is not currently affected by this measure, and this is something that could change in the future. In addition, IFAB board members have also backed a proposal to trial that only team captains can approach the referee in certain situations during a match. All of these proposals will be considered at the next annual general meeting. “When we looked at the question of temporary sending off – and it was clear that the protocol would have to be developed – we were concerned about misconduct, but also about other reasons, in particular tactical errors. The frustration of fans is immense when they see a promising counter-attack ruined by a tactical error. And the question of whether a yellow card is sufficient has led us to wonder whether a white card should also be an option,” said Mark Bullingham, chief executive of the Football Association.

Pierluigi Collina, chairman of the FIFA Referees Committee who sits on the IFAB technical sub-committee, has said that trials of temporary disqualifications in professional football could take place as early as next season, subject to approval by the body's congress in March.

"The experiment was concluded between amateur managers. Now we are talking about a much higher level, high professionalism. We have to develop something that is effective or worthy of top-level football," the famous former Italian referee stressed.
