Thanh Hoa Provincial People's Committee has issued Decision No. 398/QD-UBND on recognizing Hau Hien town and the planned expansion area, Thieu Hoa district meeting the criteria of a type V urban area.

Accordingly, Hau Hien urban area includes the entire natural area of Hau Hien town and Thieu Vien commune. The natural area is about 1,534.6 hectares (of which Hau Hien town is 1,041.8 hectares; Thieu Vien commune is 492.8 hectares). The population is 16,228 people. After Thieu Vien commune was recognized as meeting the criteria of a type V urban area, the urbanization rate of Thieu Hoa district reached 30.5%.
Hau Hien Town and the planned expansion area fully meet the 5 criteria: Location, function, role, structure and level of socio -economic development; population size; population density; rate of non-agricultural labor; level of infrastructure development and architecture, urban landscape.
Functions as a service, trade and handicraft center; plays a role in promoting the socio-economic development of the Southwest region of Thieu Hoa district and neighboring areas.
The local transportation system is diverse and complete, from roads and waterways; external routes, internal routes in the area ensure connection with some neighboring districts such as Tho Xuan and Trieu Son. The existing power supply system basically ensures safe power supply for the urban area. Landscape architecture, urban technical infrastructure works, urban order and safety, environment, trees, public lighting and cultural and social activities according to the actual development situation of the urban area. This is an area focusing on high-tech agricultural production; developing mainly in the direction of urban, service and agricultural ecology.
The recognition of Hau Hien town and the planned expansion area as meeting the criteria of a type V urban area aims to promote infrastructure improvement, develop public services, create a civilized and modern living environment, attract human resources and create job opportunities for people in the area, contributing significantly to the socio-economic development of Thieu Hoa district in particular and Thanh Hoa province in general.
