Responding to voters about funding to upgrade martyrs' graves

Voters suggested that funding should be soon allocated to upgrade martyrs' graves outside of martyrs' cemeteries managed by families and clans.

Regarding this issue, according to the Provincial People's Committee, on December 9, 2020, the Standing Committee of the 14th National Assembly issued Ordinance No. 02/2020/UBTVQH14 Ordinance on preferential treatment for people with revolutionary contributions.

Accordingly, local budget regulations ensure investment in construction, renovation, repair, upgrading, and management of works honoring martyrs and martyrs' graves.

However, the local budget is currently limited and is in the process of implementing the Project to renovate and upgrade martyrs' cemeteries and works commemorating martyrs in the province for the period 2022 - 2026 according to Resolution No. 48 dated September 26, 2024 of the Provincial People's Council on amending and supplementing a number of articles of Resolution No. 68 dated September 29, 2021 and Resolution No. 59 dated December 8, 2023 of the Provincial People's Council on renovating and upgrading martyrs' cemeteries and works commemorating martyrs in the province for the period 2022 - 2026.

Therefore, the Provincial People's Committee has not yet agreed on the policy of building and advising on the Project to repair and provide funds for the burial of martyrs' graves and the graves of deceased Vietnamese heroic mothers at family cemeteries in the province according to the recommendations and proposals of voters (Report No. 78 dated April 5, 2024 of the Provincial People's Committee).

Currently, the Department of Labor, Invalids and Social Affairs is registering the work program of the Provincial People's Committee in 2025 to advise the Provincial People's Committee to submit to the Provincial People's Council to issue a Resolution to support the construction of new tombs of martyrs and tombs of heroic Vietnamese mothers managed by the family in Quang Nam province for the period 2025 - 2027.

When receiving instructions from relevant authorities, the Department of Labor, Invalids and Social Affairs will focus on developing and advising the Provincial People's Committee to submit to the Provincial People's Council to promulgate and implement the Project to support the construction of new tombs of martyrs and tombs of heroic Vietnamese mothers managed by the family in Quang Nam.
