From January 1, 2025, Vietnam's driver's license system will distinguish between electric cars and manual transmission cars.


In Circular No. 35/2024 regulating training, testing, and granting driving licenses; granting and using international driving licenses; training, testing, and granting certificates of training in road traffic law knowledge, recently issued by the Ministry of Transport (effective from January 1, 2025), the Ministry of Transport has added driving licenses for vehicles using electric motors.

Accordingly, for driver training of classes B and C1, the program volume and minimum training time allocation for electric cars have the same training program as the class B driver's license for automatic cars.

Accordingly, in terms of theoretical training, learners of electric car driving licenses will have to learn the following contents: Road traffic laws; structure and common repairs; ethics, traffic culture and prevention of harmful effects of alcohol and beer when participating in traffic; fire prevention, fire fighting and rescue skills; driving techniques; learning software to simulate traffic situations.

For practice, an electric car driver's license learner will have the same amount of time as a manual car driver on the driving range as a student, which is 41 hours. The time for a student to practice driving on the road is 24 hours, while that for a manual car is 40 hours. The number of practice hours in the car driving cabin/student for an electric car and a manual car is 2 hours. The total distance of practice training for an electric car student is 1,000 km, and for a manual car is 1,100 km.

Mr. Luong Duyen Thong, Head of the Department of Vehicle and Driver Transport Management, Vietnam Road Administration, said that the way of operating and using electric cars is no different from that of automatic cars, the only problem is the difference in name. Therefore, the Circular adds regulations on automatic electric cars.

According to Circular 35, a person with a driving license is only allowed to drive the type of vehicle listed on the driving license. Thus, a person with a Class B automatic driving license will not be allowed to drive a manual transmission vehicle.
