Le Thanh Nghi and Nguyen Trai wards are expected to have the largest population and area in Hai Duong.

Director of Hai Duong Department of Home Affairs Sai Thi Yen presented the draft resolution on the policy of merging Hai Duong province and Hai Phong city, the policy of arranging commune-level administrative units of Hai Duong province in 2025 at the 30th session of the Provincial People's Council.

On April 28, the People's Council of Hai Duong province approved the policy of rearranging administrative units at the commune level in Hai Duong province in 2025. According to the approved plan, Hai Duong will reduce from 207 communes, wards and towns to 64 communes and wards.

Le Thanh Nghi Ward is expected to have the largest population in Hai Duong province after the arrangement.

The average area of 43 communes and 21 new wards after the arrangement is 26.07 ^km2 , the average population size is more than 34,300 people.

Among the 21 wards, Nguyen Trai ward has an area of 76.28 ^km2 , established on the basis of merging Bac An, Hoang Hoa Tham communes and Ben Tam ward of Chi Linh city. This is the ward with the largest area among the 64 communes and wards after the arrangement.

Hai Duong Ward has the smallest area among the wards with 6.51 ^km2 , established on the basis of merging Nhi Chau, Ngoc Chau, Quang Trung, Tran Hung Dao wards of Hai Duong city.

Gia Loc commune may be the commune with the largest population among 43 communes in Hai Duong after the rearrangement.

Le Thanh Nghi Ward has a population of 81,500 people, established on the basis of merging Le Thanh Nghi, Tan Binh, Thanh Binh wards and most of Tran Phu ward of Hai Duong city. This is the ward with the largest population among 64 communes and wards.

Nguyen Trai Ward, Chi Linh City has the smallest population among the wards with nearly 16,100 people.

Among 43 communes, Kim Thanh commune has the largest area, estimated at 33.79 ^km2 . Kim Thanh commune was established on the basis of merging Dong Cam, Tam Ky, Dai Duc communes and part of Hoa Binh commune.

Kim Thanh commune is expected to have the largest area among the communes in Hai Duong after merging with Dong Cam, Tam Ky, Dai Duc communes and part of Hoa Binh commune.

Tran Phu commune has the smallest area among the communes with 17.5 ^km2 , established on the basis of merging 3 communes Hiep Cat, Tran Phu, Quoc Tuan of Nam Sach district.

Gia Loc commune has the largest population among the communes with more than 46,700 people, established on the basis of merging Gia Tien commune, most of Gia Loc town, Gia Phuc commune and part of Yet Kieu and Le Loi communes of Gia Loc district.

Thai Tan commune has the smallest population among the communes with more than 20,300 people, established on the basis of merging 3 communes Thai Tan, An Son, Minh Tan of Nam Sach district.

Nguyen Trai Ward is expected to have the largest area among the communes and wards in Hai Duong.

Regarding the urban system, after the arrangement, 21 urban areas will be formed, including 9 wards of Hai Duong city, 6 wards of Chi Linh city and 6 wards of Kinh Mon town.

Hai Duong plans to develop 23 more urban areas (from communes to wards) based on communes formed after merging with old towns and some communes with socio-economic development levels as a driving force to spread economic and social development.
